What You Will Do
The Global Security Directorate’s Office of Nuclear Counterterrorism and Counterproliferation (NCCP) supports the Nation’s nuclear counterterrorism and counterproliferation objectives through innovative science and technology. NCCP programs form the backbone of the Department of Energy’s Nuclear Emergency Support Team (NEST) and are integral to the U.S. Government’s efforts to counter adversary efforts to acquire and use nuclear capabilities.
Reporting to the NCCP Program Director, you will be responsible for the day-to-day administrative/operational management of all activities and functions in a designated program area within a line or staff department, including developing, implementing and evaluating program policies, procedures and standards; determining program service levels and enhancements; developing and monitoring program budgets; providing technical advice and/or supervision to staff, other departments, and performing related work as required.
The Program Manager 3 (Non-Technical) will:
- Assures safety and security compliance, maintains required safety and security training, , and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.
- Develops and directs the implementation of goals, objectives, policies, procedures and work standards where applicable for the assigned program; interprets and complies with all applicable federal and state regulations.
- Monitors and directs or performs day-to-day operations of the assigned program to ensure that policies and procedures are being followed, that goals and objectives are met, and that services and projects are being accomplished efficiently and effectively; takes corrective action as necessary and, where subordinates are present, may relieve them of difficult, sensitive or controversial projects within the program.
- Develops and monitors the program’s budget; oversees financial well-being of the program by analyzing cost effectiveness and exercising cost controls; prepares, submits and justifies budget enhancement requests to the Division Manager or Director.
- May plan, organize, administer, review and evaluate the work of subordinate professional, technical, support and operational staff where present, may be through subordinate supervisors and lead workers as assigned.
- Provides for the selection, training, professional development and work evaluation of subordinate staff and makes recommendations on hiring, termination, promotion and discipline as required.
- Monitors and stays abreast of technological, legal and operational changes that affect the activities and work processes of the program; makes recommendations for and develops and carries out improvements to the program to meet changing mission parameters and requirements.
- Confers with and represents the program and the assigned organization in meetings with other Laboratory organizations, serves as the area of practice representative with a variety of professional groups outside the Laboratory; fosters collaborative working relationships to the benefit of the program as needed.
- Prioritizes and allocates available program resources; reviews and evaluates program and service delivery, makes recommendation for and executes changes in operations to ensure maximum effective service provision; assists in developing new program function elements, including researching, compiling and analyzing supporting data.
- Performs complex administrative duties requiring oversight, attention to detail and analysis; performs strategic planning and financial analysis, including assisting in preparation of specialized program and project budgets to include staffing and operational needs.
- May provide practice area support to Laboratory committees and task forces.
- May negotiate, develop, monitor and administer contracts and agreements as assigned.
- Develops systems and maintains records that provide for the proper evaluation, control and documentation of assigned activities; prepares a variety of written correspondence, reports, procedures, directives and other materials.
- Fosters a mutually respectful and inclusive work environment that is free from discrimination and harassment.
- Works with minimal or no supervision, work is evaluated upon completion of milestones to ensure objectives are being met.
What You Need
Minimum Job Requirements:
- Experience applying theories, principles and procedures in the area of assignment.
- Experience supervising and evaluating staff, directly and through subordinates.
- Experience managing multiple tasks, often with competing deadlines.
- Demonstrated experience developing, implementing, interpreting and explaining applicable laws and regulations.
- Demonstrated ability in preparing clear, concise and informative presentations, reports, correspondence and other written materials.
- Ability to handle difficult and sensitive situations, using sound, independent judgment within general policy and legal guidelines.
- Excellent oral and written communication and presentation skills.
- Ability to obtain and maintain Q and SCI clearances, which typically requires U.S. citizenship.
Education/Experience: Position requires a Bachelor’s Degree from an accredited institution and 8 years of experience; or, an equivalent combination of education and experience directly related to the occupation.
Desired Qualifications:
- Formal project management training
- Active DOE Q/SCI clearance
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details
Directive 206.2 – Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
Clearance: Q/SCI (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
Term position: Regular-status Laboratory employees applying for term-status positions may retain regular status with approval of the cognizant Principle Associate Director.
