NOTE: This position is 100% remote but requires travel to Office, 6 times per year for the meetings and site visit.

The purpose of “Program Manager AmeriCorp” is to ensure administrative and financial grant administration compliance of Virginia’s AmeriCorps subgrantees with applicable state and federal requirements.
This position is responsible for accurate and compliant management of AmeriCorps administration and funding through effective relationships with the Corporation for National and Community Service, with DSS colleagues, and with subgrantees and potential subgrantees.
Key responsibilities include but are not limited to
• Serving as a lead for all AmeriCorps and special project related procurements and RFA processes including (PSR/BSF) documentation requirements
• Development and management of all AmeriCorps (5) and agency (1) budgets including receipt of and expenditure of funds; contract management
• All fiscal authorizing initiatives including appropriations and Decision Memos
• Serving as contributing staff liaison for the Governor’s Advisory Board on Service and Volunteerism AmeriCorps Committee
• Providing fiscal technical assistance to and fiscal monitoring across the portfolio, lead for all portfolio fiscal policy recommendations
• Fiscal reporting and documentation of subgrantees (on site and remotely) and partners (VSF)
• Management of the subgrantee/partner/suppliers contracting and payment processes
• Fiscal lead for all Virginia Service Foundation partnerships
• Support of OVCS and AmeriCorps Team colleagues and engagement on other projects as assigned
Minimum Qualifications
• Experience in interpreting and applying federal and state regulations and requirements
• Experience in financial and program monitoring; auditing
• Experience in developing, analyzing and monitoring budgets and expenditures
• Knowledge in managing payments within the state system
• Experience in providing training and technical assistance to subgrantees
• Knowledge of principles and techniques of administration for a federally funded grant; state procurement; principles and processes of grant administration, project management.
• Demonstrated ability to work diplomatically and skillfully with a variety of stakeholders including state and federal officials, gubernatorial appointed board members, program directors and administrators, and persons from diverse backgrounds and experiences, or persons with disabilities;
• Ability to initiate projects and works independently with minimal supervision, ability to organize & manage multiple projects/deadlines simultaneously, and work well under pressure in order to meet deadlines.
• Experience in evaluating services; analysis of data, report writing, working with local, state and/or federal political entities, developing and implementing operational policies and procedures and providing training to others required.
• Documented experience in developing, interpreting and applying policies, grant requirements, technical directives, state or federal standards and regulations, and implementing compliance processes/procedures.
• Ability to be accurate and productive in a fast-paced and demanding environment with a team of driven professionals.
• Demonstrable experience and detailed knowledge of federal and state program financial management and reporting, grant making and administration, budget development and management, cost analysis, and the relationship between financial and program management and compliance.
• Demonstrable strong writing, communication, and analytical skills. Experience with state budgeting, reporting, and payment systems.
• Experience in developing and delivering technical training in small or large groups
• Experience developing and implementing internal procedures; developing, testing and implementing use of compliance monitoring tools.
• Demonstrable experience with Virginia public procurement and contract administration requirements.
• Ability to lead colleagues in task completion, and demonstrate and instill desire for excellence among colleagues and programs. Understanding of performance measurement, theories of change, and logic models.
• Knowledge of Uniform Guidance (2 CFR Part 200) requirements.
• Demonstrated competency in governmental accounting, auditing, financial reporting, and internal controls and budgeting.
Additional Considerations
• Experience in federal/state grant administration management with an emphasis on financial management
• Experience in state procurement; developing, interpreting and applying policies, exceeding grant requirements and technical directives, state or federal standards and regulations, and implementing compliance processes/procedures
• Knowledge of the National Service System; grant reporting; and, board governance principles
