Program Manager/Information Operations Planner – DOD – TS/SCI

Responsibilities

Peraton has an immediate opportunity for a Program Manager with Information Operation experience. The candidate will be able to manage a staff with a diverse culture supporting a mission that spans the globe as the on-site Program Manager/Information Operations Planner. The primary duty location is Quantico, VA.

  • You will oversee assigned contracted staff performance ensuring compliance with all work statement requirements, accuracy and completeness of work, and scheduled delivery of required products.
  • In addition, you will ensure that contracted activities remain within the scope of duties and responsibilities identified in the work statement and manage contracted employee workload, time, and attendance.
  • Tasks may require off-site support and periodic CONUS and OCONUS travel.

Responsibilities:

  • Provide advice, recommendations, ideas, and other non-discretionary services to existing policies, plans, methods, procedures, ad-hoc reporting, and briefings.
  • Address and correct all personnel or work performance or workplace conduct issues.
  • Monitor the Enterprise Task Management Software Solution (ETMS2) across the Non-classified Internet Protocol Router Network (NIPRNet) and the Secret Internet Protocol Router Network (SIPRNet) to ensure HQMC-assigned tasks are processed accurately and on time.
  • Provide policy advice, recommendations, ideas, and other non-discretionary services for OIE Planning Support Projects.
  • Attend and participate in weekly staff meetings, working groups, conferences, and operational planning teams as applicable to OIE planning.
  • Meet weekly with the task leads for performance, assessments, and battle rhythms.
  • Ensure staffing assignments remain commensurate with the work statement.
  • Develop and submit programmatic Ad-Hoc Reports.

Qualifications

Basic Qualifications:

  • Civilian education must be at least 10 years of total work experience in program/project management and 8 years of experience in OIE planning at the service or joint level and have worked supporting operations with Combatant Commands or Joint Task Forces or a master’s degree plus 7 years’ work experience in IOE planning at the service or joint level.
  • Demonstrate knowledge in JOPP, MDMP, and MCPP planning and targeting processes and expertise in developing and accessing tactical and operational IO plans and orders.
  • Be familiar with, certified in, or have applicable operational/field time experience in:
    • Military Deception (MILDEC)
    • Operations Security (OPSEC)
    • Tactical Electronic Warfare (EW)
    • Cyberspace Operations
    • SIGINT related activities
  • Ability to work effectively within a task-organized working group and expertise in planning, integrating, and coordinating with inter-agency and intelligence community entities.
  • Must be a U.S. Citizen
  • Must possess or be able to obtain a U.S. Passport.
  • This position requires an Active Top Secret/SCI security clearance based on the current background investigation (SBI).

Preferred Qualifications:

  • An active Project Management Institute (PMI) Project Management Professional or Program Management Professional certification.
  • Master’s degree
  • Recent Joint or Service Level Information Operations planning experience.

    • MILDEC Theater Operations Course
    • Joint Information Operations Course (JIOPC)
    • Familiarity with DODI 3604 MILDEC Policy, CJCSI 3211.01F Joint MILDEC Instruction, JP 3-13.4 Joint MILDEC Doctrine, Adaptive Planning and Execution Series (APEX)Armed Forces Staff College(AFSC) – Phase I & II
  • Marine Corps Command and Staff College or Service College Equivalent

Target Salary Range

$135,000 – $216,000. This represents the typical salary range for this position based on experience and other factors.
