Description
Position Summary:
Person in this position will be responsible for providing the clinical and administrative programmatic leadership and oversight for the program, Opening Doors. Responsible for the coordination of client care by collaborating with multidisciplinary professionals to provide and facilitate services. Essential Job Functions include those listed below.
Essential Job Functions:
- Provide administrative leadership and supervision of day to day operations of the program serving Homeless individuals with substance abuse and/or mental health issues;
- Function as a liaison to the Deputy Administrator and Director of Housing Services, external groups and agencies in promoting inter-organizational collaboration including attending community meetings as required;
- Responsible for submission of Biannual reports to SAMHSA;
- Knowledge of the GPRA data system;
- Assist in grant planning and initiation of potential funding opportunities when required;
- Participate in design and implementation of research, such as program evaluation and outcome studies;
- Hire and arrange for staff development, education and training activities;
- Implement Quality Assurance and Utilization Review systems that monitor the effectiveness of the treatment system;
- Assist in the development of program fiscal and budgetary tracking systems and implementation as well as providing the oversight and management of operating budget and program fiscal expenditures;
- Monitor compliance with all required standards, regulations, state and federal guidelines;
- Develop, implement and monitor procedures to meet agency policies and contract management including the preparation of comprehensive reports for funding or agency sources;
- Embrace and embody the mission, vision, guiding principles, clinical vision and goals of WestCare Foundation; and
- Perform any other duties as assigned.
Qualifications
Essential Qualifications:
- A minimum of four (4) years supervisory experience with knowledge of program performance indicators. Preferred;
- Demonstrate knowledge of target population and housing services including three (3) years experience working with the homeless population, substance use disorders and or mental health care systems.
- Management and administrative experience and capabilities;
- Must possess knowledge of chemical dependency, substance abuse and mental illness;
- Possess knowledge of state and federal regulations including tenant rights, confidentiality guidelines and Housing First model;
- CPR Certification, First Aid Certification and an Annual Tuberculosis testAs mandated by the State of California those employees who work at Residential, Outpatient, Sober Living, provide Mental Health Services, or Transitional Living Facilities must be fully vaccinated by September 30, 2021. Employees that have requested
- Medical or Religious Exemption, which has been approved by Human Resources will be required to test for the virus weekly.
- During your tenure with WestCare there may be new requirements, including, but not limited to vaccinations that are issued by local, State, Federal, and/or Funders that WestCare may have to comply with. Should this occur Human Resources or appropriate personnel will inform you.

- Graduation from an accredited four-year college with a degree in Addiction Counseling, Counseling, Social Work, Psychology, or a related field or equivalent experience and education combined.
