The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. DYCD is seeking to hire a Senior Community Program Manager for the Precision Employment Initiative (PEI) which connects New Yorkers at risk of gun violence with career readiness and job placement programs. The program, run in partnership with BlocPower and a number of community-based organizations, helps to reduce unemployment, promote sustainability, and bolster long-term public safety in underserved areas throughout the city. The initiative connects individuals to training and higher-paying sustainable employment opportunities supported by case management and wrap-around services. The initiative includes training in the Civilian Climate Corps: solar, heat pump, and electric vehicle charging installation, as well as HVAC, energy efficiency auditing, and other high-demand green jobs.
Under the supervision of a Deputy Director for Special Initiatives, Precision Employment, with latitude for independent decision making, the Senior Community Program Manager will be responsible for managing the Precision Employment contract and will perform the following duties:
o Monitor and assess the Precision Employment contractors performance to ensure compliance with program processes and high quality services to participants;
o Provide program oversight, administration and guidance to ensure program administration and practices result in high quality services and fiscal accountability and they achieve contractual goals including but not limited to recruitment and retention; assessment and counseling; training; job development; counseling; partnerships and referral services; and administrative tasks such as data entry, attendance, timekeeping and payroll, monitoring, evaluation, program budgeting and file upkeep;
o Evaluate and assess direct services and case management supports provided to participants;
o Monitor participant progress and milestone completion;
o Maintain consistent communication with Precision Employment providers, tracking the initiative performance and providing guidance as a thought partner
o Utilize and become proficient with DYCD’s web-based systems to manage program, budget and contract performance (YEPS, HSS, Passport etc.)
o Utilize program monitoring and performance measuring tools to conduct field visits to assess program recruitment, case management and orientations as well as training, internship/employment sites to assess participant performance
o Compile, analyze, audit and process all program reports/data and timely documentation of participant performance, includes case management and payroll processing
o Supervise seasonal staff, distribute assignments, review and log/track monitoring reports
o Support workforce projects, events and tasks as needed
o Flexible schedules are required and are at the discretion of the supervisor based on the program needs.
o Review program initial Budget and Monthly Invoice
o Work collaboratively across all DYCD workforce, youth and community development programs as well as with outside stakeholders and community based organizations, and employers;
Minimum Qual Requirements
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least one year of experience as described in “1” above.
Preferred Skills
• Experience working with justice involved individuals and/or organizations serving justice involved individuals or those at risk for being victims or perpetrators of gun-violence.
• Knowledge and experience in the workforce development field preferred.
• Excellent verbal and written communication skills.
• Strong problem solving and analytical skills.
• Enjoy working as a team member as well as independently.
• Ability to multi-task and meet constricted deadlines designated by program requirements and needs.
• Strong interpersonal skills resulting in exceptional rapport with people.
• Computer literate with advance knowledge of Microsoft Office suits and use of data driven systems.
