Program Description
Rapid Re-Housing (RRH) is a national best practice in quickly resolving a household’s homelessness. RRH provides limited financial assistance and housing stability case management to households experiencing homelessness in King County. The program assists clients in locating housing, addressing barriers to renting, and provides advocacy on behalf of clients with landlords. Program Staff work with households to create and implement a housing stability plan with the goal of the household entering housing and taking over responsibility for the rent as quickly as possible.
Position Description
The Program Supervisor is responsible for day to day operations of their program, ensuring case managers are adhering to program best practices and complying with the requirements of the organization and the grant. The Program Supervisor provides direct supervision to their housing case management team. The Program Supervisor is also responsible for ensuring that expenditures, enrollments, and outcomes are properly reflected in the database. This position may also provide ongoing case management in exceptional circumstances.
Responsibilities
Supervision of Housing Case Managers:
- In coordination with Program Manager, screen applicants, interview and hire Housing Case Managers.
- Train and supervise Housing Case Management staff (5-7 positions) across multiple contracts.
- Oversee Housing Case Management staff professional development and ongoing training.
- Provide regular and consistent performance reviews for Housing Case Managers at least annually.
- Ensure proper reporting of program data and reconcile accounting ledgers.
- Develop and support a positive, team-oriented work environment.
Program Operations:
- Assist in the quality improvement process that includes: data quality, contract compliance, file reviews, HMIS management reports and other system management reports and make recommendations to improve service delivery to clients, provider community and funders.
- Collaborate with Housing Location, Tenant Law Center, and Counseling Recovery and Wellness staff to ensure coordination of care.
- Ensure client records are kept in accordance with agency standards amongst their program.
- In the absence of the Program Manager (due to travel, community meetings, etc.), assume responsibility for daily operations of the RRH program.
Case Management:
- Meet with prospective clients to determine eligibility and collect enrollment documentation.
- Assess clients for housing needs and develop housing stability plans to address barriers/goals.
- Provide life skills training regarding housing location, budgeting, tenant responsibilities, and other housing related skills.
- Provide housing location services as needed and advocate on behalf of client with landlords, debtors, and other parties.
- Maintain physical case files and database entry in accordance with agency standards.
General Responsibilities:
- Observe/follow confidentiality guidelines and client privacy.
- Maintain accurate record of hours worked and submit timesheets on schedule.
- Attend agency trainings as required.
- Participate as team member in staff and supervisory meetings as required.
- Perform other job-related duties as assigned.
Qualifications
Minimum Qualifications
- At least 4 years of experience in direct provision of social services, preferably with homeless households.
- Experience navigating databases and data entry including the ability to troubleshoot errors.
- A strong understanding of Trauma Informed Services and the circumstances surrounding homelessness.
- Excellent written and oral communication.
- Commitment to working within the mission, goals and values of Catholic Community Services.
Preferred Qualifications
- Master’s degree or higher in Social Work or a related field.
- One year supervisory experience.
- Fluency in second language that is spoken by a substantial number of King County Households.
Subsititute Qualifications
- A Bachelor’s degree in social services or a related field may in some cases substitute for some of the required work experience.
