Project Controls Specialist 3

Location: Oak Ridge, TN (Hybrid)

*Salary Range: $77,979 to $108,451

PURPOSE: Provide direction, oversight, and operational support for OGS Environment and Ecology. This position will be responsible for the development, maintenance, and communication for the project portfolio including forecasting and scheduling to ensure the accuracy of reporting for the entire portfolio of work. Duties also include trouble shooting problems, assisting with the preparation of technical reports, and serving as the organizational representative and operations manager for the organization to ensure the best project management tools, systems, and practices are implemented.

Responsibilities

  • Directs the program’s efforts towards effectively utilizing project management best practices, processes, and systems.
  • Develops quality control points for cost reporting, integrity of data, and project set-up including creation of project cost structures, WBS, schedules, resources, risk documents, pricing/proposals, and budgets.
  • Develops proposals and plans including budgets and schedules to meet contractual/project requirements for the program.
  • Completes programmatic reviews, monitors resource allocation, and completes analysis of projects including trend analysis and burn rate projections. Defines program plan requirements and solutions including performing in-depth analysis to optimize plans and solutions.
  • Performs a variety of organizational level duties including representing the program on ORAU teams and with other organizational units. This includes being the program representative, reporting, and performing duties associated with timekeeping, records, procurement, property, safety, ITS, security, and any other operational data calls or needs.
  • Collaborates with ORISE Survey Operations Director and Quality Manager on the implementation and maintenance of the IEAV Quality Program including working with staff at all levels to maintain adherence to quality requirements.

Qualifications

Bachelor’s degree in business, scientific, technical, education or related field and 6-9 years of job related experience. An equivalent combination of education and experience performing duties as described may be substituted for the minimum requirements.

  • Must have the ability to coordinate complex projects on a short deadline.
  • This position requires understanding and application of the ORAU Policies and Procedures.
  • An understanding of federal procurement, federal grants, and proposal development/pricing practices are required.
  • Must have a working knowledge of organization accounting practices.
  • Must understand various cost structures to ensure that proper burdens and rates are applied consistently to applicable project types.
  • Utilizing professional knowledge of project management, must develop methods for monitoring and controlling each specific piece of scope based on contractual requirements. This requires in-depth knowledge of the Programs technical scope, the application of project management, and the ORAU financial system.
  • Interpersonal skills must include conflict resolution and negotiation.
  • Must pick up new tasks quickly in order to maintain compressed project schedules.
  • Knowledge of Project Management Body of Knowledge (PMBOK) and/or PMP a plus.
  • Experience with office management including coordinating with support groups is a plus.

*The candidate’s starting salary will be determined upon hire and ORAU will use salary survey data, internal comparators, and the candidate’s qualifications to determine salary.
