Pay Range
$113,730 – $146,076 Annually for the TSS.2 level
$136,500 – $175,272 Annually for the TSS.3 level
Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.
Job Description
We have multiple openings for Senior Project Controls Specialists to support the Nuclear Weapons Life Extension Programs (LEPs). You will be responsible for the development, implementation and maintenance of both schedule and cost earned value data, including data analysis and preparation of routine and specialized reports. You will be responsible for leading and contributing to the development of future and current project controls guidance, work processes, tools, and procedures included in the project controls system. This position will programmatically support various projects and programs in the Strategic Deterrence Directorate and will report administratively to the National Security Engineering Division (NSED) within the Engineering Directorate.
This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.
You will
- Coordinate with project teams to define activities, activity durations, resource requirements, and time-phased logic to complete project scope.
- Interface with designated Control Account Manager or project managers for planning and schedule gantts/earned value presentations, including participating in project meetings, collecting progress data, coordinating the development of monthly forecast budgets, and revising project plans through change control process
- Prepare analysis, reviews, and documentation of program performance measurement and cost variances according to established process, procedures, and monthly business rhythm.
- Validate and ensure the accuracy of the program reporting deliverables, including performance data supporting sponsor reporting requirements.
- Generate graphic presentations and information summarizing, cost, schedule, and earned value data for meetings and reporting.
- Contribute to the development of project controls work processes, tools, and procedures.
- Perform other duties as assigned.
Additional job responsibilities, at the TSS.3 level
- Perform and oversee complex analysis of cost/schedule/earned value data and mentor entry level staff on processes for developing data.
- Guide and advise team in continuous improvement of project control tools, processes, and procedures, while ensuring compliance with sponsor requirements
- Generate and provide training on earned value management tools and concepts.
Qualifications
- Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
- Bachelor’s Degree in relevant technical discipline or equivalent combination of education and related experience.
- Broad knowledge and experience in project management/project controls, such as Earned Value Management Systems (EVMS) and project scope, budget, cost estimating, planning and schedule.
- Comprehensive knowledge of, and experience using various project controls tools (e.g., Primavera P6, MS Project, Cobra, Deltek Acumen) and extensive experience using Microsoft Office tools, especially MS Excel.
- Experience performing statistical analysis, schedule monitoring and operations to create, disseminate, and present detailed and complex financial information to diverse audiences.
- Experience independently and successfully clarifying issues, analyzing concerns, and resolving complex problems of an unusual nature; making and implementing sound decisions.
- Ability to follow established practices and procedures on new tasks and assignments, and ability to make decisions within area of responsibility in accordance with established work processes and procedures.
- Proficientverbal and written communication skills necessary to effectively collaborate in a team environment and present and explain technical information.
- Proficient interpersonal skills to establish and maintain highly productive working relationships with a broad cross-section of management, technical, scientific, and administrative personnel tactfully and effectively.
Additional qualifications at the TSS.3 level
- Significant experience in project management/project controls, such as Earned Value Management Systems (EVMS) and project scope, budget, cost estimating, planning and schedule.
- Advanced level knowledge of and significant hands-on experience using project controls tools, such as Primavera P6.
- Significant experience developing and implementing project controls work processes, tools, and procedures.
- Experience in leading teams and providing on-the-job training of technical and non-technical personnel and knowledge of personnel administration.
Qualifications We Desire
- Project Management Professional (PMP) certification.
- Graduate level courses or certifications in project management or project controls topics.
