Project Coordinator IV – Labor & Economic Development Specialist

The Tsui Group is seeking a candidate who is qualified and experienced in educational facility construction projects to serve as a Project Coordinator IV – Labor & Economic Development Specialist for a large educational client within Los Angeles County.

Position Overview:

The Labor and Economic Development Specialist will perform project site tasks related to labor standards and local worker hiring, and economic development initiatives that promote Build Program facilities projects and programs. Position requires candidate to travel to sites throughout the District, conduct site visits and job walks, perform labor standards interviews with a random sampling of tradesman onsite, investigate complaints and issues, and report activities on a monthly basis.

The Labor and Economic Development Specialist performs the daily job site and office tasks required to facilitate the participation of local and Transitional workers on Build Program projects by working collaboratively with the PLA administrator, contractors, unions, pre-apprenticeship training programs, college campuses, and workforce support service organizations; monitoring contractor compliance with the Local & Transitional Local Worker Program contract provisions; and promoting local worker pathways into union apprenticeship.

Position Description: Responsibilities may include any of the following.

  • Visit LACCD projects, conduct observations and worker interviews, and assist the CED/LC Department with local worker site investigations.
  • Act as the liaison between the CED/LC Department and the campus personnel, Construction Manager, Contractor, and all other stakeholders.
  • Attend meetings at the project site as needed, including pre bid meetings, pre-construction meetings and progress meetings.
  • Maintain files of working documents, including project, Interview and resolution paperwork.
  • Collaborate with other team members in order to ensure the timely delivery of a high quality product and service.
  • Attend job start meetings to ensure contractor awareness of local and transitional worker hiring program.
  • Collaborate with PMO, PLA Administrator, contractors, and building trades to ensure that local hire and transitional local worker hiring goals, and apprenticeship goals are met on all PLA covered projects.
  • Organize and maintain an integrated system of available support services and workforce development organizations to provide LACCD Jobs clients with resources to support their pursuit of a career in construction.
  • Meet with economic and workforce development partners to discuss local worker readiness for union apprenticeship and/or placement on Build Program projects.
  • Establish process with community college faculty and staff to connect LACCD students to union apprenticeship opportunities.
  • Attend quarterly union apprenticeship orientations at LACCD community colleges, pre-apprenticeship training locations, or community centers.
  • Generate and/or review bi-monthly local worker and Transitional work force utilization reports to determine contractor compliance.
  • Monitor and track contractor use of workers.
  • Develop and maintain partnerships with district-wide public and private institutions, community-based organizations, faith-based organizations, and local agencies, to secure additional support services for CED/LCP Department.
  • Perform other duties as assigned.

Requirements

Minimum Required Qualifications

  • Must possess a minimum of eight (8) years working on public works projects
  • Must possess a Bachelor of Arts/Science Degree from a recognized college or university. Additional qualifying experience in excess to the minimum states above may be substituted for the required education on a year for year basis.
  • Must possess an understanding and working relationships with industry and institutions related to economic development.
  • Must have experience walking active construction sites and interacting with all levels of construction personnel onsite.
  • Must be able to develop and maintain positive, cooperative, team-oriented relationships with co-workers, supervisors, managers, clients, community, and others in contact with the job.
  • Communicate verbally and in writing form in a professional and sensitive manner to the issues confronting local and transitional workers, enforcement of the Local & transitional Worker Program provisions, and contractor performance reports.
  • Anticipate emerging challenges and opportunities to maximize local worker utilization on Build Program projects and community satisfaction.
  • Work collaboratively with local stakeholders, non-profit support organizations, unions, contractors, and other public agencies to maximize economic development potential on Build Program projects.
  • Plan and coordinate various types of events and meetings for local and transitional workers to engage with contractors and unions.
  • Ability to interact with the community in a positive, professional and customer-oriented manner.
