Position Summary

Under general supervision, this position manages organizational change events and small, low impact projects or provides support to major projects under the guidance of a Senior or Lead Project Manager. This position facilitates successful delivery of projects by working closely with project managers, project engineers and or project sponsors to apply change and project management processes and tools to all types of hydroelectric utility projects (e.g. generation, power delivery, fiber, facilities, enterprise technology, etc.). This position is responsible to maintain effective communication with all project stakeholders (internal and external) and is relied heavily by Business Owners and Project Managers to successfully implement their projects and changes.

The primary responsibility of this position is to ensure that changes and projects are implemented successfully and, in a manner consistent with the established Grant PUD Project Management Program and Organizational Change Management (OCM) program. This position may be required to directly perform any of the following duties and responsibilities or may coordinate their implementation with technical experts or other project support staff.

  • Coordinate development of change logs, impact statements, stakeholder rosters, design criteria, design alternatives, technical specifications, special requirements, quality control requirements, inspection plans, system requirements, commissioning, and or testing.
  • Identify internal and external milestones and time constraints that impact schedule.
  • Develop procurement plans and develop/manage contracts as necessary to conduct and support projects.
  • Identify internal and external stakeholders and implement communication and coordination plans.
  • Manage relationships between project participants, including contractors and consultants, and stakeholders including support staff and customers.
  • Define OCM Plans and/or Project Expectations and Management Plan utilizing established tools.
  • Define and implement Safety program for both internal and contracted work.
  • Develop work packages to guide implementation of change plans and project tasks.
  • Monitor changes events and projects utilizing standard tools and provide progress reports including standard metrics.
  • Maintain costs within established budgets and financial parameters; ensure cost effective decisions are made within delegated authority; monitor expenditures for accuracy.
  • Use established processes to manage, report and coordinate changes in scope, schedule, budget, and risks.
  • Maintain risk register for early identification of risks on change events, projects, and contracts.
  • Establish processes for resolution of non-conformances with technical and quality requirements.
  • Ensure version control for project documentation and that final documentation is created and maintained according to records retention standards.
  • Ensure revisions to drawings and operational procedures are completed prior to placing an asset into service.
  • Ensure training on new procedures and equipment is provided and that operations and maintenance procedures are properly documented prior to placing an asset into service.
  • Demonstrates commitment to Grant PUD’s mission, vision, values, and strategic plan. The incumbent should be familiar with these organizational priorities and behave in a way that aligns with these expectations
  • Understands and adheres to compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies & procedures. Supports policies and procedures while ensuring projects are completed on time, safely, and in line with the District’s strategic goals.
  • Actively participates in all aspects of our safety program, including but not limited to:
    • Following all safety policies and procedures;
    • Alerting supervisors and coworkers to unsafe or hazardous working conditions
    • Reporting any safety incidents or close calls within 24 hours to your supervisor; and
    • Accepting feedback from supervisors and coworkers regarding your own safety performance.

Education and Experience

Required

  • AA in project management, business management, or similar field of study.
  • 5 years of experience in project coordination, project management, or similar field of work.
  • Experience in lieu of education may be considered pending the positions held and level of responsibility.

Preferred

  • Hydroelectric utility (generation and electric distribution) experience.

License and Certification

Required

  • A valid State driver’s license with no restrictions.

Preferred

  • CAPM certification or industry equivalent.
  • Prosci ADKAR Certified Change Practitioner

Other Knowledge, Skills, and Abilities

  • Knowledge of project management principles; engineering, science, and or information/enterprise technology principles; math principles; organizational policies and procedures; department policies and procedures.
  • Skill in interpersonal communication; preparing project documents; organizing and presenting information, planning, and scheduling; working with different types of people, time management; paying close attention to and managing details; operating a personal computer and general office equipment; utilizing MS office products, MS Project, and MS SharePoint.

  • Per Grant County PUD policy all employees are required to work at their designated headquarters at least two days per week.
  • Majority of work is performed in a standard office setting.
  • With some field work that may require operation of a vehicle.
