This position is Essential and is required to report to duty before, during, and immediately after a civil emergency.
Highly responsible administrative work monitoring and coordinating funding, design, construction, maintenance, park infrastructure expansion, and special projects for the Port St. Lucie Parks & Recreation Department (PSLPRD) Project Team. Supports PSLPRD Project Team members, PSLPRD Staff, other City Departments, and various outside entities and agencies on all tasks related to the advancement of new and ongoing PSLPRD projects. Facilitates the development of public trust and confidence in the City.
The starting rate for this position is $24.11-$27.72, depending on minimum qualifications.
ESSENTIAL DUTIES

- Keeps the mission, vision and values of the City of Port St. Lucie at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintains high levels of work and productivity by generating innovative solutions to work situations.
- Assist with PSLPRD 10-Year master plan and strategic plan project implementation and updates.
- Schedule project team meetings, develop agendas, create sign-in sheets, attend meetings, and develop minutes for PSLPRD Project Team meetings, or other facilitated meetings as requested.
- Aid in the development of contractor and/or consultant solicitation requests, requests for proposals, and requests for qualifications.
- Assist in the development of projects from conception through research to development, adoption, design, construction, and project close out.
- Coordinate and assist in public outreach efforts. Assist with meeting logistics, facilitation, and the collection of polling and survey data for verification and design purposes.
- Inspect and monitor assigned minor park construction and renovation projects.
- Attend field site visits to observe progress and report back to the PSLPRD Project Team as needed.
- Serve as the PSLPRD Project Team’s communications/marketing liaison for public outreach efforts, webpage updates, and other communications/marketing tasks.
- Develop and maintain project management and monitoring records for each project. Create written or oral progress reports, project charters, and strategic plan dashboard updates.
- Review pay requests and invoices, reconcile each with the appropriate contracted amounts, process for payment by seeking appropriate signatory authority, and submit or pay through appropriate systems (i.e., Munis, Visa, Request for Check, etc.).
- Lead project grant application coordination, submittals, commencement, reporting, monitoring, tracking, and closeout documentation. Serve on the City’s Grants and Advocacy Team.
- Serve as liaison between City departments, the public, vendors, developers, contractors, and other outside/regulatory agencies regarding the permitting and construction of PSLPRD projects.
- Respond to resident requests for information and service relating to PSLPRD projects.
- May assist in tracking, reviewing, processing, and coordinating permits or other City department requirements for various projects.
- Represent PSLPRD on assigned Committees.
- Assist in the preparation of agenda items, legal intakes, change order recommendations of award memos, amendments, and work orders.
- Assist in preparation of Parks Division annual operating budgets and Capital Improvement Project (CIP) budget.
- Input and track all Munis entries into the Grants module, the Project Ledger, and Contract and/or Purchase Order Payment.
- Research, create, collect, and maintain documentation as a National Recreation and Park Association (NRPA) Commission for Accreditation of Park and Recreation Agencies (CAPRA) Accreditation Team Member.
- Ability to serve as a 1 PSL Call-Taker, as needed.
- Occasional work-related travel may be required for conferences, training, or project-related planning site visits.
- Other duties as may be assigned.
1PSL CALL TAKER RESPONSIBILITIES
- Handles 1PSL customer concerns/complaints and requests for service or reroutes to appropriate personnel for resolution.
- Creates, responds, distributes, monitors, and resolves customer service-related matters through the utilization of customer service and work order programs such as 1PSL and other data systems.
MINIMUM QUALIFICATIONS

EDUCATION AND/OR EXPERIENCE
Graduation from an accredited college or university with an Associate’s Degree required. Graduation from an accredited college or university with a Bachelor’s Degree in Construction Management, Urban and Regional Planning, Parks and Recreation, or other related field preferred. Minimum of five (5) years of progressively responsible experience in project coordination or management required. Possession of a Valid Florida Driver License and maintenance of clean driving record required A comparable amount of training, education, or experience may be substituted for the minimum qualifications.
KNOWLEDGE, SKILLS, & ABILITIES
