POSITION DESCRIPTION: Conducts field reviews, performs traffic operational analysis, and develops alternatives for intersections and highway improvement projects. Develops conceptual typical sections and identifies right-of-way requirements and design exceptions and variations.
Develops concept plans for intersections and highway improvement projects using Computer Aided Drafting and Design (CADD). Develops cost estimates for alternatives and updates annually. Coordinates work program development.
Writes, prepares and reviews project reports, exhibits, and presentations. Assists others in application and interpretation of engineering policy. Coordinates review of work packages with stakeholders.
Assists in the development, prioritization, and coordination of Strategic Intermodal System (SIS) needs for all modes of transportation into first five-year and second five-year work program, and long range plans. Works with stakeholders in implementing SIS policies. Participates in the Department processes that may impact SIS facilities, including Access Permit and Access Management. Coordinates and performs SIS Annual Long Range Estimates (LRE) updates.
Serves as project manager for planning assignments. Reviews consultant proposals and assists in negotiations. Prepares scopes for task work orders. Assures work is performed within the scopes of approved task work orders and monitors consultant work progress. Assures timely processing of invoices. Receives feedback and evaluates consultant performance. Serves on Technical Review Committee (TRC) in consultant acquisition for professional engineering services.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of traffic engineering fundamentals and roadway capacity; Knowledge of Strategic Intermodal System (SIS) program; Knowledge in applying highway design standards, and plans preparation; Ability to plan, design, evaluate and investigate transportation engineering systems; Skilled in effective written and oral communication including developing technical documents; Ability to organize, analyze, evaluate, and interpret transportation engineering data; Ability to establish and maintain effective working relationships with others; Ability to manage multiple assignments simultaneously.
OTHER JOB RELATED REQUIREMENTS: Responsible for adhering to the provisions and requirements of Section 215.422, F.S. related State Comptroller’s Rules and Department of Transportation’s invoice processing and warrant distribution procedures.
MINIMUM QUALIFICATIONS: A bachelor’s degree from an accredited college or university with a major in an area of engineering and 2 years of professional experience in the field of transportation, planning, public administration, engineering, environmental sciences, or logistics, or related field to which the position is assigned; or Registration as a Professional Engineer in accordance with Florida Statute 471. A master’s degree from an accredited college or university in engineering or transportation can substitute for one year of the required experience. Professional or nonprofessional experience (including internships or co-ops) as described above can substitute on a year-for-year basis for the required college education.
