What You Will Do
You will support the Infrastructure Program & Planning Office (IPPO) under the Infrastructure and Capital Projects Directorate, which is responsible for all non-plutonium minor and major infrastructure needs at Los Alamos National Laboratory (LANL). These projects represent a range of mission critical facilities to typical infrastructure and utility upgrades or improvements.
You will function as a Program Manager within the Project Initiation Team to coordinate and administer a project from inception, project planning and 30% conceptual design development. Establish and maintain customer relationships as well as manage customer expectations throughout the project initiation phase to resolve problems and coordinate support functions. May aid in the review of contract documents. May be assigned responsibility for a specific area of a project such as project viability/feasibility evaluations, constructability reviews, defining project risks, and outlining risk mitigations.
In this role you be required to exhibit broad expertise or unique knowledge, use skills to contribute to development of objectives and principles and to achieve LANL goals in creative and effective ways, work under consultative direction toward predetermined long-range targets, use independent judgment for determining course of action to accomplish objectives and use wide latitude in the methods, techniques, and evaluation criteria for obtaining results.
What You Need
Minimum Job Requirements:
• Expert, broad and/or unique knowledge and experience in design and construction project management, scheduling, project control activities, cost estimating and risk management.
• Extensive experience in developing Project Management Plans, for different types and sizes of construction projects.
• Highly skilled in contract formation, negotiation, and administration.
• Multiple years of experience in engineering, procurement, and construction techniques, including their interfaces and interdependencies for diverse types and sizes of construction projects.
• Advanced knowledge conducting project viability/feasibility evaluations, constructability reviews, defining project risks, and outlining risk mitigations.
Education/Experience:
Position requires a Bachelor’s Degree from an accredited institution and 12 years of directly related technical and project management experience; or, an equivalent combination of education and experience directly related to the occupation.
At this level an advanced degree may be expected.
Desired Qualifications:
• Experience working with the Department of Energy (DOE) at headquarters and/or field office level, or with state and federal regulators.
• Experience in successfully leading multiple projects through the standard phases to include initiation, planning, engineering, procurement, construction, start-up and testing, and close-out.
• Experience reporting to and communicating with multiple supervisory organizations.
• Demonstrated experience on a planning team and/or detailed engineering design.
• Active DOE Q Clearance
Work Location: The work location for this position is hybrid and is located in Los Alamos, NM. Hybrid is defined as working partially onsite/partially offsite but within 2 hours ground commute of this location. All work locations are at the discretion of management and can change at any time with appropriate notice.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details
Directive 206.2 – Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
Clearance: Q(Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
