The Opportunity
Under the supervision of the Asia Delivery Portfolio Lead, as the Project Management Director, you will provide overall leadership for a portfolio of projects. You will work with your respective Chief(s) of Party to coordinate key activities and oversee required functions and tasks to achieve deliverables on time and within budget, coordinate external partner relationships where required and monitoring partners and suppliers.
You will also be a key leader on the project, primarily responsible for project budget, project quality, project schedule, contract administration, financial and risk management, supervision of COPs and assigned home office project management staff, and reporting. You will serve as primary liaison between the economic growth/climate and energy USAID bilateral projects in Asia and Abt home office.
Core Responsibilities
- Overall accountability for the successful execution/delivery of the project to meet client and internal expectations regarding quality of work delivered.
- Maintain high Contractor Performance Scores (CPARS) and/or positive client feedback on the projects under purview.
- Provide high level operational guidance and support to COPs and country teams to meet client contractual, quality, human resources and financial requirements as identified under budget oversight.
- Responsible for timely revenue takedown for all projects under your supervision.
- Manage Home Office relationship with client and identify and manage stakeholder expectations and communications.
- Track, mitigate and manage operational/management risks.
- Support resource planning for projects analyzing demand, supply and gaps.
- Take lead on building and maintaining effective engagement with all corporate departments.
Budget Oversight
- Provide budget oversight (including support to the development and ongoing management of life of program budgets).
- Work closely with Project Finance Analysts (PFAs) to track and manage expenditure against contractual limits and the achievement of expected program profits.
- Support program teams with budget management and accurate forecasting.
- Support the development of budgets for modifications and extensions of programs.
- Promote program cross-learnings in the development and implementation of budget principles.
Policy, Process, Frameworks and Strategy
- Ensure adherence to Abt, client and in-country regulations in the delivery of programs.
- Influence and support the development and implementation of operational policy, processes and systems.
- Support in-country community of practice teams (e.g. Safeguarding Community of Practice) to implement existing and updated policies and processes.
- Ensure appropriate escalation of program related issues to the relevant Delivery Portfolio Lead and relevant VP.
- Make decisions that impact project financial performance including resource hiring and vendor selection.
- Monitor and provide feedback to all resources include project staff and subcontractors/consultants.
- Review and approve all project deliverables both internally and externally.
- Present regular project status, risks and implications to senior leadership.
- Ensure project compliance and successful audit results – support audit management and proactive issue resolution.
- Responsible for timely project close out, ensuring staff coverage and preventing fee erosion while maintaining client satisfaction.
- Supervise the project management team, including direct supervision of Project Management Officers, and Chiefs of Party, and mentoring of Project Management Analysts.
What We Value
- Bachelor’s Degree + Fifteen years of relevant experience, or Master’s Degree + Twelve years of relevant experience, or PhD + Ten years of relevant experience
- Deep understanding of all elements of project performance management and the interdependencies/tradeoffs required to meet both client and internal demands.
- Demonstrated ability to lead and manage a team of cross functional and geographically dispersed staff.
- Keen understanding and ability to determine quality of project deliverables.
- Experience successfully managing subcontractors.
- Strong record of conflict resolution and handling of sensitive issues.
- Ability to identify project risks, assign handling strategies, escalate appropriately.
- Familiarity with USAID-funded international development economic growth and/or climate and energy projects.
- Experience working with projects in Asia is preferred.
- Professional working knowledge of a second language is preferred.

This position offers an anticipated annual base salary range of approximately $120,888.08 to $193,420.92 and may vary by ten percent depending on candidate geographic location. Salary offers are made based on internal equity and market analysis.
