The Ohio Department of Health supports a hybrid teleworking model. This position may work a hybrid schedule at the discretion of the manager or supervisor, which will require occasional attendance in the office for training, meetings and other operational needs. Employees must reside within a reasonable distance to their assigned headquarters for compliance with workplace reporting requirements.
The Office of the Medical Director serves as the lead clinicians for the Ohio Department of Health and advises the director and agency in all matters related to public health and the development and implementation of statewide public health policies and programs. The office provides leadership for all core public health functions as established by National Public Health Performance Standards Program (NPHPSP) and Public Health Accreditation Board (PHAB).
The Office of the Medical Director routinely coordinates with ODH programs, other state agencies and stakeholders regarding emerging and ongoing public health concerns including infant mortality, opioid abuse, emergency preparedness and infectious disease outbreaks.
Under oversight of the chief of health program operations, within the Office of Medical Director, this position manages assigned projects (e.g., Women, Infant, Child [WIC] integration, program grant management inventory, other bureau management information system upgrades, Data and IT Governance, and etc. ) that cover all phases of project management and whose primary stakeholders are management, staff and/or end users (e.g., agency employees, other state agencies, governor’s office).
The ideal candidate will have project management experience, understanding of developing/managing budgets, policy development experience, and knowledge of public health.
Must have strong oral, written, critical thinking and organizational skills. This position will require collaboration with both internal and external stakeholders.

What You’ll Do:
- Assists in writing policy for both the administrative and programmatic operations of the medical director’s office, monitors policy and ensures compliance (e.g., provides program direction for staff by responding to specific inquiries from senior level managers seeking approval from the medical director’s office on application guidance, interpretation, and implementation of ODH program policies, conveys policy content and intent, as well as future direction, priorities, and time frames, establishes and communicates guidelines for policy compliance, determines resources necessary to resolve ambiguities, disagreements and/or disputes over the implementation of ODH program policies).
- Collects, evaluates, and organizes data and information in support of public health policy development.
- Briefs ODH medical directors’ office leadership on findings of research, suggests options for policy direction and makes recommendations which reflect input from multiple sources including ODH leadership, staff, legislators, other state agencies, local health departments, academic leaders, the medical profession, and other constituent groups as necessary.
- Initiates, prepares, delegates, and oversees the preparation of correspondence and documents to convey policy and administrative decisions.
- Defines project requirements, quality standards and time lines; determines and evaluates risks that may affect project; defines specific activities to be performed to produce project deliverables; ensures scheduled time frames are met; reports on delivery problems & provides performance data; provides regular progress reports; determines & allocates resources & assists in budget planning.
- Manages & processes (e.g., selects appropriate processes, devises scope/material/product, establishes selection criteria, follows appropriate processes, coordinates review proposals, conducts bidder conferences, directs evaluation of bid/proposals, recommends bid/proposal selection, represents agency/project to controlling board, executes valid contract & manages request for proposal, quote & information & invitation to bid) procurement documents.
This position is unclassified in accordance with ORC 124.11 (A) (9).

Unless required by legislation, the selected candidate will begin at Pay Grade 15, Step 1 of the exempt Pay Range Schedule ($39.27 per hour), with an opportunity for pay increase after six months ($41.48 per hour) of satisfactory performance and then a yearly raise thereafter.

Qualifications
Option 1:
- Successful completion of 2 yrs. post-secondary education majoring in business administration, public administration, computer science/information technology, social science, or health, with major being commensurate with project to be assigned; AND
- 12 mos. exp. in budgeting & calculating cost projections of program/projects.
Or
Option 2:
- 3 yrs. exp. in project management (i.e., management & development of project/program requirements, design, development, testing/pilot, training & full scale implementation), with experience to be commensurate with project/program &/or position description on file (e.g., specific human service program area, management information sciences, fiscal); AND
- 12 mos. exp. in budgeting & calculating cost projections of program/projects.
