GENERAL DESCRIPTION
The Utilities Division Project Manager assists with various projects including wastewater treatment plant improvements, collection system rehabilitation, reclaimed and water distribution system extensions, subsurface utility location, redundancy, and resiliency. This position will also assist with County- owned and initiated projects, developer projects, and other projects as necessary to continue operation and expansion of all Utility owned infrastructure. This position provides technical assistance for the operation of the Rougemont water system.
DUTIES AND RESPONSIBILITIES
- Conduct construction drawing plan review for all new public and private sanitary sewer installations within the TWWTP sewer basin for compliance with the Durham County Sewer Use Ordinance, State Rules and Regulations, and good engineering practice,
- Manage flow allocations to ensure adequate capacity exists to serve projected demands in conformance with established Federal, State, and Local laws, regulations, and standards,
- Development and maintenance of a collection/distribution systems mapping and GIS system databases,
- Manage County-owned capital improvement projects (CIP) for the wastewater treatment plant, collection system, reclaimed water system, and the Rougemont water system, includes evaluating RFQs, RFPs and IFBs, and collection/distribution systems modeling,
- Provide managerial oversight of construction of capital improvement projects, monitor budgets, and change orders for capital improvement projects, and determine/initiate corrective courses of action when projects do not progress as originally scheduled,
- Research new products, practices, and procedures to provide interpretation for acceptance of new engineering technology,
- Construction inspection of newly installed private/public water and sanitary sewer system to ensure compliance with all approved construction drawings and sound professional engineering practices; and,
- Review contractor sanitary sewer video submittals to ensure proper installation prior to authorizing system usage.
KNOWLEDGE, SKILLS AND ABILITIES
- Considerable knowledge of modern principles and practices of civil engineering and methods and techniques as applied to the construction and maintenance of public works.
- Considerable knowledge of the methods, materials and equipment used in engineering design and construction.
- Working knowledge of applicable local, state, and federal ordinances and regulations and environmental mandates.
- Working knowledge of computers and software programs for job costing, drafting, spreadsheets, word processing, scheduling, and estimating.
- Ability to prepare designs, bid documents, specifications, work schedules, plans, maps, and reports.
- Ability to conduct engineering research work and write technical reports.
- Ability to use engineering and drafting instruments and tables.
- Ability to provide supervision and guidance to technically and professionally trained subordinates.
- Ability to express ideas effectively orally and in writing.
- Ability to organize work and work independently.
- Ability to maintain effective working relationships with other employees, contractors, and the public.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
Requires a Bachelor’s degree in Architecture, Engineering, Construction Management or related field from an appropriately accredited college or university and two years of project management experience in utility, construction engineering, or construction management; or an equivalent combination of education and experience.
PREFERRED LICENSURES/CERTIFICATIONS:
North Carolina Professional Engineer
Certified Grade II Collections – NC Water Pollution Control System Operator
Three (3) years of direct experience in municipal engineering/public works with a focus on public wastewater/water utility projects preferred.
SPECIAL REQUIREMENTS
Must possess a valid North Carolina driver’s license with a three-year acceptable driving record.
