TITLE: Project Manager
LOCATION: New York, NY
DUTIES: Manage multiple engineering construction projects within assigned program(s). Coordinate internal resources and third parties/vendors to ensure timely and cost-effective execution of project tasks. Assist project team members, Subject Matter Experts, and Sponsor with the definition of project scope and objectives by involving relevant stakeholders, identifying requirements, and ensuring technical feasibility. Work with impacted areas of the company to secure adequate resources, materials and funding. Develop detailed project schedule with some assistance from Program Manager and/or Scheduler. Perform continued engineering maintenance, updating and tracking of project schedule activities and progress reporting. Identify and manage dependencies between departments, systems, vendors and assets. Coordinate Assessment of changes to the project scope, project schedule, and project costs using appropriate verification techniques. Manage engineering project changes through established Governance Change Control process to ensure appropriate approvals. Identify and document project issues and risks and monitor progress of mitigation actions. Successfully establish and maintain effective relationships with internal and external resources and key project stakeholders involved in project tasks and key critical path deliverables. Monitor of vendor’s delivery timeline and escalate of vendor related issues through the appropriate escalation process. Develop and maintain of required project management artifacts in accordance with Amtrak Project Management standards and applicable regulations. Identify efficiencies and recommend of process improvements to reduce costs and add value.
REQUIREMENTS: Employer will accept master’s degree in Project Management, Construction Management, or related field followed by three (3) years of work experience in job offered or in any job title related to civil engineering occupation. Experience must include: 1) Creating rough order of magnitude estimates for conceptual construction projects; 2) Creating detailed and resource loaded estimates for general construction projects, including resources such as labor, material, and equipment; 3) Creating detailed estimates for railroad construction projects pertaining to work associated with track laying machine, electric traction, interlocking replacement/renewal, communications and signal and high speed rail environment; 4) Knowledge of the divisions of the Construction Specifications Institute (CSI); 5) Knowledge of project controls, budget management, and budget reporting; 6) Microsoft Office (Word, Excel, PowerPoint); 7) Project controls software and tools such as professional estimating software, professional scheduling software; 8) Project Cost Controls for projects, programs and portfolios; 9) Analyzing and compiling estimate data that impacts the cost of labor, materials, equipment requirements, location and other factors to ensure high quality and timely estimates; 10) Incorporating field supplied information from Project Managers, Engineers, and Supervisors when developing estimates; 11) Reading technical project documents and blueprints to determine necessary resources (labor, material, equipment, etc.) for projects; 12) Making decisions concerning equipment; needs, the sequence of operations, the size of the crews required, and physical constraints at the project site.
