Public Works currently has a vacancy for the position of Project Manager III (5506) within our Building Design & Construction/Project Management Division.

The Building Design and Construction Division

The Building Design and Construction Division of San Francisco Public Works, led by the City Architect, provides architectural and landscape design services, comprehensive building planning, project and construction management, contract support and compliance monitoring, materials testing, and hazardous materials investigation for the development of new – and the upgrading of existing – civic buildings, facilities, and urban landscapes to create a more resilient city.

Appointment Type: Permanent-Exempt (PEX), Category 18. This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer, and shall not exceed 36 months.

Job Description

In this role, you will be the primary contact and oversee the Police Station renovations or rebuild under the Earthquake Safety and Emergency Response Bond (ESER). The Project Manager will address deficits among the selected police sites that pose a risk to the effective management of police services and the deployment of first responders. The total project budgets for Ingleside Station Replacement, Police Surge Facility Construction, and Mission Station Structural Improvements are approximately $121 Million. The deliverables of these three projects are renovated or rebuilt (replaced) police facilities to ensure resiliency and to provide for necessary operational performance.

Important and Essential Duties:
As a Project Manager III, your duties may include but are not limited to the following:

  • Planning, organizing, and directing all parts of the project in its various phases from planning, and design, to construction.
  • Responsible for monitoring the project budget.
  • Coordinating work of a multi-disciplinary technical staff.
  • Work closely with contractors, governmental regulatory agencies, and City & County departments, while serving as a primary contact for all parties involved in the project.
  • Supervising and managing construction management professionals to ensure the product complies with the contract for construction, codes, and CCSF Standards.
  • Communicate effectively with the public, community groups, the media, other City departments, agencies, and private contractor.

Qualifications

Minimum Qualifications:
Any combination of education, training, and experience that could likely provide the required knowledge and abilities may be qualifying. A typical way to obtain this would be:

Bachelor’s Degree in architecture, engineering, or planning plus eight (8) years of responsible architectural, engineering or construction management experience,

OR

Bachelor’s Degree in another field plus ten (10) years of responsible experience in a field directly related to the project,

OR

Twelve (12) years of architectural, engineering, or construction management experience in a field directly related to the project,

OR

California registration as a professional engineer or architect plus four years of project coordination experience.

Notes:

  • One-year full-time employment is considered equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications:
The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.

  • Working knowledge of funding sources, restrictions and legal requirements for Public projects.
  • Use computer-based project management systems.
  • Work effectively in a team environment.
  • Understand and communicate to others the larger context in which the project is being completed.
  • Negotiation and contract disputes experience for maintaining client-contractor relationships.
  • Ability to create and provide effective presentations to clients and the community.
  • Experience managing and supporting projects involving first responder and support facilities, justice facilities, and/or other emergency responder facilities.
