Job Responsibilities

35% 1. Under administrative direction, serves as a Project Manager for the Department of Innovation & Technology (DoIT), supporting the Illinois State Police (ISP):

  • Provides project management support.
  • Serves as a resource in the development of project plans and project schedules by utilizing project management and business analysis techniques to translate and summarize highly technical complex concepts and tasks included in project charters into understandable terms.
  • Serves as a liaison to Information Technology (IT) Governance to facilitate projects through the Governance process.
  • Reviews and analyzes status reports, project plans, and operation project performance metrics for compliance and performance.
  • Communicates technical project metrics and audit results to management.

30% 2. Performs project and program management control functions for IT projects and programs:

  • Creates and tracks weekly status reports, project issue logs, action items, follow up log, and project contact lists utilizing tools such as MS Project, MS Excel, MS Word, Visio, and the Enterprise Program Management (EPM) system.
  • Reviews and evaluates the progress of projects.
  • Updates action items to ensure the goals of management are being carried out.

15% 3. Conducts and coordinates in-depth management studies involving extensive technical research and analysis of operational performance relative to projects and service delivery:

  • Develops statistical reports and performs quantitative and qualitative analysis on various projects.
  • Determines and advises on performance analysis results applicable to the studies.
  • Conducts and coordinates performance management functions in the areas of work measurement, processing, production, and utilization of resources.
  • Identifies, recommends, and designs modifications to operational processes and procedures to ensure resources are effectively and efficiently utilized and are in alignment with strategic goals.

10% 4. Provides State contract administration and vendor management support on assigned projects.

5% 5. Keeps abreast of new developments in the Information Technology (IT) field:

  • Continues education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and maintain current on IT products, vendors, techniques, and procedures.
  • Attends demonstrations and exhibitions related to assigned operations.

5% 6. Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to four (4) years of college course work in computer science or directly related fields.
  2. Requires three (3) years of professional experience in application services, IT project management, or a related Information Technology field.

Specialized Skills

  1. Requires three (3) years of professional experience managing projects using Project Management techniques and processes.
  2. Requires three (3) years of professional experience using Microsoft Project or an equivalent project management tool.

Preferred Qualifications (In Order of Significance)

  1. Three (3) years of professional experience managing projects using Project Management techniques and processes.
  2. Three (3) years of professional experience using Microsoft Project or an equivalent project management tool.
  3. Three (3) years of professional experience in project management utilizing problem solving techniques and application development, information processing, data exchange, or project management tools.
  4. Working knowledge of IT Governance processes.
  5. Ability to analyze data logically and exercise sound judgement in defining and evaluating problems of an operational or procedural nature.
  6. Ability to gain and maintain effective working relationships with associates, vendors, clients, and others
  7. Developed verbal and written communication skills to present technical information to others with clarity and precision.
  8. PMP Certification or formal training in Project Management.
