NNSA Requirements for MedPEDs

If you have a Medical Portable Electronic Device (MedPED), such as a pacemaker, defibrillator, drug-releasing pump, hearing aids, or diagnostic equipment and other equipment for measuring, monitoring, and recording body functions such as heartbeat and brain waves, if employed by Sandia National Laboratories you may be required to comply with NNSA security requirements for MedPEDs.

Salary Range

$88,600 – $172,300

*Salary range is estimated, and actual salary will be determined after consideration of the selected candidate’s experience and qualifications, and application of any approved geographic salary differential.

What Your Job Will Be Like

We are seeking a qualified and self-motivated individual with an expertise in cost estimation through both the application of and deep understanding of industry standards and best practices for Department of Energy (DOE) and/or Department of Defense (DoD) science and engineering projects. As a Project Manager you will provide leadership and guidance to several programmatic related strategic activities. This individual will utilize the business acumen and subject matter expertise they have gained in supporting science and engineering projects applying business management principles to enhance the effectiveness and efficiency of cost estimation, project management, and product delivery across the laboratories. Focus for this role will be providing subject matter expertise and improvements to our current cost estimation policy and processes, and their implementation.

You will be part of the Project and Product Delivery System Group (10410), which provides support for and advocacy of the best engineering and business practices and solutions across the Sandia enterprise. As the Center (10400) whose mission it is to empower Sandia with an integrated, intuitive, and standards-based capability for exceptional project execution and product delivery it is paramount that we maintain strong subject matter expertise in business practices. This is core to Sandia’s Project and Product Delivery System (PPDS) in establishing sound practices to deliver our products effectively and efficiently.

Within this position you will engage across the lab providing subject expertise in cost estimation, and business practices throughout the entire product life cycle from Concept Exploration to Retirement/Disposal. You will work directly with our business partners in 10400, 10600, and 08100, staff in our Facilities organization, and technical staff at the Systems and Component level of our Nuclear Deterrence and Strategic Partnership Programs.

On any given day, you may be called on to:

  • Lead the enterprise in cost estimation practices through updates to policy and guidance documents, development and execution of workshops, and leading forums such as communities of practice and/or working groups.
  • Develop a long term strategy for improvements to cost estimation across the enterprise.
  • Develop, lead, and influence strategies and innovative approaches for our project management processes, tools, and capabilities.
  • Coordinate and collaborate with IT partners and stakeholders to develop or enhance solutions/processes.
  • Provide project leadership and project management support to the 10415 manager and for the 10415 deliverables.
  • Provide knowledge and expertise enterprise-wide, to include defining work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and/or managing change control and risk.
  • Partner with our business leads, project leads, and management to identify, recommend, and implement improvements to business management processes/tools, including sound cost estimation techniques.
  • Participate and/or lead Technical Basis of Estimate (TBOE) Independent Review teams, providing business management expertise in development of cost estimates.

Qualifications We Require

  • Bachelor’s degree in business and/or project management plus 5 or more years of experience; or equivalent combination of relevant education and experience
  • 5 or more years of experience, within the last 15 years, developing cost estimates
  • Ability to obtain and maintain a DOE Q-level security clearance

Qualifications We Desire

  • Affiliation with the Association for the Advancement of Cost Engineering (AACE) and/or Certified Cost Estimator/Analyst (CCEA) certification.
  • Experience with doing cost estimates for DOE/NNSA Nuclear Deterrence projects, Capitol Acquisition projects, Department of Defense projects, and Sandia Strategic Partnership Projects (SPP).
  • Working knowledge of cost estimation and project management industry standards/guides (e.g., GAO Cost Estimation Guide, DOE G 413.3-21A Cost Estimating Guide, PMBOK).
  • Experience working with Project Management tools, e.g., P6, Cobra, Empower, ARM, ARC, Oracle, PET/CET, etc.
  • Experience working for or with Federally Funded Research and Development Centers (FFRDCs), Department of Energy (DOE)/National Nuclear Security Administration (NNSA) entities, and/or across the Nuclear Security Enterprise (NSE).
  • Experience engaging with stakeholders at multiple levels of management, as well as internal and external to Sandia.
  • Experience building strong relationships and establishing credibility with project teams.
  • Experience leading and influencing significant culture change across an organization.
  • Demonstrated organizational skills, including the ability to effectively prioritize and execute tasks in a high-pressure and/or ambiguous environment.
  • Demonstrated teaming skills, including the ability to work effectively with leadership at multiple levels, customers, other organizations, and technical leads.
  • Demonstrated ability to craft roadmaps and execute against them.
  • Demonstrated writing and presentation skills, including an ability to succinctly explain complex concepts.
  • Demonstrated ability to manage diverse security and classification requirements.
  • A current and active DOE Q, DoD Top Secret, or equivalent security clearance.
  • Ability to obtain and maintain US DOE SCI access, which may require a polygraph test.

The Science and Engineering Product Lifecycle Management Execution and Project Management organization (10415) develops approaches grounded in solid principles of project management, and systems science and systems engineering to deploy the Project and Product Delivery System (PPDS). This department has a cadre of Systems Engineering, Science and Engineering Project Management, and Quality Engineering/Assurance subject matter experts that are skilled to matrix and collaborate with Sandia’s scientific and engineering programs/projects.
