Position Overview

The Division of Rehabilitation Services (DRS) is the state’s lead division serving people with disabilities committed to diversity, equity, inclusion, accessibility, and racial justice. The mission of the Division is to assist individuals with disabilities in achieving their goals of employment, education, and independent living. The Division of Rehabilitation Services is seeking to hire a dynamic and organized project officer with strong leadership and communication skills. This position serves as a project officer working with contractual agreements to provide services to individuals who are deaf, blind, visually impaired, and/or DeafBlind in the Vocational Rehabilitation Program.

Job Responsibilities

  1. Serves as a Project Officer for assigned contracts on a statewide basis in the Bureau of Customer and Community Blind Services.
  2. Provides technical assistance and consultation to community partners and Division staff on reducing or eliminating barriers associated with securing competitive integrated employment or other independent living services.
  3. Serves as liaison to Independent Living Centers and other community programs who have received grants and contracts from the Division.
  4. Coordinates technology, rehabilitation assistance, communication device and assistive listening device needs for customers who are deaf, blind, visually impaired, or DeafBlind.
  5. Processes final reconciliation reports to reconcile/close out contracted agreements to determine monies owed to the vendor for services rendered or monies to be repaid to DRS for services not provided or underutilized by vendor.
  6. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to completion four (4) years college, with courses in social welfare administration, rehabilitation counseling, social work, vocational guidance, or a closely related field.
  2. Requires a minimum of two (2) years of experience related to Blind and Visually Impaired and Deaf and Hard of Hearing.

Preferred Qualifications

  1. Two (2) years of professional experience working in a public or private agency with federal and state regulations related to rehabilitation programs such as the Rehabilitation Act and amendments, the Workforce Innovation and Opportunity Act, and the Americans with Disabilities Act.
  2. Two (2) years of professional experience developing and/or coordinating services through contractual agreements to provide vocational rehabilitation services to individuals with disabilities within a public or private entity.
  3. Two (2) years of professional experience developing budgets and spending plans and managing contractual obligations and expenditures within a public or private entity.
  4. One (1) year of professional experience providing attention to detail ensuring accuracy and appropriateness in vouchers, reports, and documents.
  5. One (1) year of professional experience interacting and communicating clearly and effectively both orally and in writing, with a wide range of individuals that include state agency officials, the public, employers, community service providers, and internal and external stakeholders.
  6. One (1) year of professional experience providing technical assistance and consultation to community providers and staff in a public/private agency in reducing or eliminating barriers for individuals with disabilities associated with securing competitive integrated employment and/or independent living services.
