Description
The Project Planning Supervisor works with the District Superintendent to develop and steward the capital assets of Snyderville Basin Special Recreation District, including the planning for acquisition, construction, and maintenance of parks, trails, open space, and facilities.

Essential Functions

  • Assist with management of capital improvement and capital replacement projects across District parks, facilities, open space, and trails.
  • Assist District Superintendent in implementing the goals of the Strategic Action Plan.
  • Utilize software to accurately inventory and track District assets.
  • Develop asset management plans that incorporate operating, maintenance, asset improvement, and upgrade/renewal plans.
  • Catalog and maintain all maps, easements, and other documents related to management of capital assets.
  • Serve as liaison to Summit County departments involved in capital project development.
  • Facilitate all aspects of capital projects including budgeting, grant requests, planning/design, permitting, procurement, and contractor supervision.
  • Assist in presentations to the District Administrative Control Board, Summit County Council, and the public.
  • Collaborate effectively to ensure District goals are achieved by providing input into decision making and problem solving.
  • Assist in public engagement related to planning processes.
  • Assist in the collection, analysis, and interpretation of data related to usage of District parks and facilities.
  • Perform all duties with safety as a top priority.

Knowledge, Skills, and Abilities (KSAs)
Knowledge of:

  • Principles and practices of project management.
  • Site planning and design of public facilities including, but not limited to, parks, open space, trails, and structures.
  • Application or interpretation of land use and development code.
  • Grant applications, agreements, and reporting.
  • Ecological land management principles.
  • Sustainable and low impact development principles.
  • Research methods and report writing.
  • Computers and Microsoft Office applications.
  • Familiarity with CAD, Adobe Design Suite, GIS, and other applications for conceptualization and design.

Skill and Ability to:

  • Interpret construction drawings.
  • Excellent written and verbal communication skills including the development of presentation materials.
  • Exhibit strong attention to detail.
  • Communicate effectively both verbally and in writing.
  • Be detail-oriented and thorough in completing assignments.

  • Travel to and from sites, facilities, and other locations within the District; transport materials as needed.

Qualifications
Minimum Qualifications

  • 21 years of age or older with a valid U.S. driver’s license.
  • Bachelor’s degree in planning, landscape architecture, architecture, civil engineering, urban planning, construction management, or a related field, OR an equivalent combination of education and experience.
  • Two (2) years of relevant work experience.

Preferred but not required:

  • Professional license or certification in the disciplines listed in education above.
