Project/Program Manager – Construction

Our project team is looking to hire an experienced and client focused Project/Program Manager – Construction for multiple projects running concurrently for our client (NYCHA). Based in Long Island City, NY, reporting to the CM Oversight Manager, you’ll provide comprehensive project management of NYCHA Capital projects, including administrative function and day-to-day operations. This position requires excellent judgement and problem-solving skills in order to handle varying initiatives and to engage with residents and other stakeholders. The Senior Project Manager will be an effective communicator and a results-oriented problem solver who leads and tracks diverse management teams.

In this role you’ll ensure assigned projects are executed in accordance with the established NYCHA policies and procedures and regulations, projects are completed on time and on budget in accordance with all contract requirements by overseeing all phases, design through Construction. You’ll take the lead on management of the Design phase through Construction Closeout phase of the Project(s) assigned, including scope, schedule, and budget through a combination of AE and CM Agency Firms. This entails working with a variety of stakeholders to schedule and plan work, coordinate equipment and materials, and monitor overall progress. You’ll lead and participate in internal and external meetings including with regulatory agency staff, elected officials, residents, and other key stakeholders and assist in leading performance management of property management operations.

You’ll maintain a management information system to provide data for the planning and control of project development while determining and coordinating activities required between the persons, agencies, and department responsible for project completion. You’ll track and perform data analysis on multiple operation dashboards and projects in order to report status updates internally. Working closely with executive and senior management teams and external stakeholders you’ll develop strategies for organizational improvement. You’ll also liaise between various departments within the Housing Authority to communicate and coordinate Operational change implementation strategies and ensure uniformity throughout Operations and resolve problems that arise in meeting deadlines.

Solicitation of feedback from the leadership team to identify gaps and propose corrective action plans, including mechanisms to evaluate progress; ensure that lessons learned are accurately documented and fully incorporated into policy and new initiatives will be critical to your success.

  • Bachelor Degree in an Engineering discipline, Construction Management, or Architecture
  • Minimum 8 years of experience as a Design and Construction program or project manager
  • Minimum of 2 completed Public Agency projects as lead Project Manager
  • Experience with project monthly schedule review and update process
  • Experience with public housing agency
  • Experience with Heating, HVAC systems, and General Construction
  • Working Knowledge of Microsoft Word, Excel, and Maximo

Ideally, You’ll Also Have:

  • Experience with eBuilder project management system
  • Knowledge of NYC DOB, DEC, and other City, State and Federal Building codes
  • CCM and/or DBIA certification

The salary range for this position is $135,000 to $168,000. This range reflects the minimum and maximum target for new hire salaries for the position. Within the range, individual pay is determined by additional factors, including job-related skills, experience, and relevant education or training.
