Responsibilities
Peraton is actively seeking a Project Staffing Plan (PSP) Lead to join our FEDSIM delivery team.
The Project Staffing Plan Lead position is assigned to the FEDSIM Center of Excellence, in support of maturing and delivering FEDSIM opportunities pursued by the business units across all Peraton Sectors. The GSA FEDSIM opportunities values range from $100M and surpass $1B in total contract value. The PSP Lead will support capture and proposal activities to document content used in the development of the staffing plan used to execute the requirements of the contract. The PSP lead works with the other CoE members, including the lead solution architect, SMEs, pricing leads, contracts/subcontracts, Capture Manager and Proposal Manager in the development of the proposal artifacts. The PSP lead works with Subject Matter Experts (SME) to integrate BOE/LOE into the PSP template. The PSP lead works closely with the Staffing Rationale Lead and Technical Team to ensure the staff proposed meets the requirements and expectations of the workforce aligned with the Technical Solution.
Expectations of successful includes using an Agile delivery model, weekly Sprints, SCRUMs standups, to incrementally mature the project staffing plan content, through a series of Releases from the Market Assessment Discussion through the Final TOR. The PSP Lead will use the Agile maturity model, to develop and integrate information released by FEDSIM to include information from previous solicitation documents, Requests for Information (RFIs), Market Assessment Discussions (MAD), electronic reading rooms, draft PWS’s, draft Section H and follow-on final TOR documents. The PSP Lead will integrate content captured from other FEDSIM submissions to include but not limited to; Industry Days, Due Diligence, Orals Q&A, electronic reading rooms, Notification of Decision Statement (NODS), previous bid submissions, previous TORs, BOEs and LOE determination based on best practices.
The PSP is responsible for leading/mentoring and training other authors, responsible for developing content that goes into the project staffing plan. The PSP lead will work with other contributors, proposal coordinators, consultants, teaming partners and other FEDSIM CoE volume leads to create a compliant aligned with our technical solution. The PSP Lead position is primarily remote until the Final TOR is released, and war room activities become the center focus for the volume leads during the proposal development. War rooms are in Herndon VA.
Responsibilities
- Lead the development of the project staffing plan by integrating the content provided by the Lead Solution Architect, Capture Manager, Business Development Executives, Teaming Partners, and other SME contributors within the PWS.
- Integrated all FEDSIM government furnished information (GFI) (SB RFI, MAD, PWS, eRR, Final RFP, RFQ etc.) into the creation of the Project Staffing Plan, with the Staff and LOE, to support the content required to be compliance for each Task area.
- Use and mature the FEDSIM CoE SOP, to deliver the Project Staffing Plan aligned with the other FEDSIM Volume leads across the proposal delivery.
- Using an Agile release methodologies, to mature proposal developed content that aligns with minimum viable product (MVP) roadmap.
Qualifications
Required
- Bachelor’s degree with a focus around communications, technologies and/or business administration domains; experience in lieu of education will be considered.
- 10+ years (or minimum of 14 years without a degree) working to support technical solutions and delivery of government programs.
- Experience specific to supporting proposal deliveries.
- Experience in developing basis of estimates (BOE), level of effort, qualifications/certification requirements, job descriptions and qualifications.
- Experience specifically contributing to proposal development, pre-solicitation solution planning, color team reviews, technical editing, compliance audits, white glove, production, and preparing evaluation notice responses with GSA FEDSIM solicitation responses.
- Proven leadership skills, with the ability to work across the bid/proposal team, effectively resolve conflict, vector appropriate resources to maximize content on the oral presentation.
- Must be able to work with little direction and handle multiple tasks.
- Must be able to work on site (war room) during proposal delivery (Final TOR released) when required supporting a flexible schedule which may include evenings and weekends.
- Ability to travel to Herndon / Chantilly / Reston, VA for quarterly training and upon final FEDSIM TOR release.
- Active Secret security clearance
Desired
- Experience Winning a FEDSIM opportunity as a volume lead, within the last five years.
- Experience as a volume lead/writer for FEDSIM opportunities within the last five years.
- Active Top Secret or TS/SCI security clearance

Target Salary Range
$146,000 – $234,000. This represents the typical salary range for this position based on experience and other factors.
