Pay Rate: $125,000.00, Per Year

Position Purpose:
The position of Structurer will reside in our business development team, support the building of value propositions, and build and manage execute cost models for operations, maintenance, and capital projects as part of our complex project development process. The position serves as a liaison between developers, process engineers for water and wastewater, capital project management (CPM), operations general managers, and finance. This role holds responsibility to develop accurate and competitive cost models based on best practices at our existing portfolio of projects, in either response to an RFP or in support of a Veolia developed solution.
Primary Duties/Responsibilities:
- Conduct research on potential customers’ historical records, compliance records, budget, key stakeholders, and competition studies.
- Review and analyze Request for Proposal (RFP) – Perform detailed review of RFPs: review information/data provided in the RFP package; develop a list of additional information/data required to prepare pricing and proposal; define the input, assumptions; begin identifying risks and potential mitigation.
- Due Diligence (DD) – identify objectives of the DD tours and support the DD team in meeting objectives; ensure DD team collects and shares the data gathered; work with team to develop questions needed for clarification of the RFP.
- Strategy Development – Work closely with the business developer to develop O&M winning strategies.
- Pricing – Lead development of cost model; develop list of commodities and services needed and work with VNA Procurement staff to obtain competitive unit prices; solicit input from appropriate Veolia divisions to assist in preparation with aggressive pricing; work with the financial partners to develop DCF and ensure its accuracy and relevance to the project, especially regarding startup/transition costs and capital investment (equipment).
- Proposal Development – Work with business developer and proposal team to prepare documents and forms required per the RFP; perform detailed review of narratives and pricing form of the proposals to ensure accuracy and compliance with the RFP.
- Negotiations – As required and requested, assist with contract negotiations, especially in the areas of O&M plans, and pricing.
- Presentation – As required and requested, participate in the development and delivery of proposal presentations to potential clients.
- Participate in professional events relevant to the municipal water business.
- Promote collaboration and teamwork across functions involved in the cost structuring process, and across business lines and geographies.
Qualifications
Education/Experience/Background:
- 10-15 years of experience in operation, maintenance, engineering, or business development role in Water and/or Wastewater industry.
- Water and/or wastewater certification desirable.
- Bachelor’s degree in civil engineering, environmental, business, or related degree.
Knowledge/Skills/Abilities:
- Water/wastewater operation, maintenance, and engineering experience with high degree of knowledge in water treatment and water distribution practices, and/or in wastewater treatment and collection system practices. Able to evaluate operating scenarios, calculate chemical and power usage and alternatives, have a good understanding of solids handling and disposal.
- Highly skilled in modelling (google sheets, excel, etc.)
- Budgeting skills
- Better to have: previous business development experience including participation in proposals, scopes of work and cost estimates.
- Ability to interact with many people and process a large volume of requests as necessary.
- Strong organization, project management, time management abilities.
- Ability to work in a fast-paced, constantly evolving environment.
- Excellent communication skills (verbal & written) and interpersonal skills.
- Have experience with the basic models of municipal outsourcing, including O&M outsourcing, design-build and design-build-operate.
- Networking and team building skills.
- Proficient with Google suite.
- Field work in water & wastewater facilities is required during due diligence.
- Ability to travel approximately 25 to 50% of work time.
Required Certification/Licenses/Training:
- Preferred to have higher level water/wastewater operator certifications.
