POSITION DESCRIPTION: This position is responsible for managing and supervising activities of the day-time custodial unit, managing the Department’s Surplus Property Program, and assisting/coordinating central office moves. This position also serves as the assistant facilities manager of the Springhill Road research and storage facility.
Tracks surplus property from the time it is surplused by cost center managers until the property is sold. Ensures that property designated for surplus is properly inventoried and temporarily stored at designated warehouses, and supervises custodial staff who relocate and warehouse surplus. Maintains all surplus property files for the Central Office and provides information to the Office of Comptroller during inventory time to help locate property that was surplused but still showing on property pending file. Assist District Surplus Coordinators by answering questions and helping resolve surplus problems.
Coordinate all phases of public of surplus property. This includes verification that all property sold has been certified as surplus; prepares bid documents showing description and physical location for viewing, etc. Secures clocked in bid opening, tabulates all bids showing summary of all bid invitations send and received, and notified successful bidders. Responsible for money collected and must maintain strict records for reconciliation purposes. Collects sales tax on all sales and processes paperwork through the Comptroller’s Office.
Supervises custodial employees and their work activities. This involves scheduling work activities, monitoring its progress, evaluating the work when completed to assure quality work products, and ensuring that subordinates comply with established policies and procedures to ensure Burns Building, auditorium, credit union, and Springhill facilities are adequately cleaned. Responsible for administration of and budget pertaining to custodial contracts.
Reponsible for all utility invoices and reports associated with the springhill Rd facility. Manage monthly budget to include regular invoice payments, P-card transactions, and costs related to the Burns Building or Springhill Rd. facility. Maintain all reporting requirements.
Performs duties as the assistant facilities manager at Springhill Road research facility which involves assisting with all maintenance, custodial and landscaping duties at the facility, and supervises custodial staff who assist with these duties. A large part of these duties will involve assistance with facilities renovation projects and the surplus and disposal of excess equipment throughout the facility.
Acts as backup primary fire alarm panel operator and member of emergency response team. Serves as the backup/relief worker at the security desk to handle access control in the Burns Building.
Responds to requests for moving of furniture form supervisors and Central Office managers. Assist with relocation of central units and offices.
KNOWLEDGE, SKILLS AND ABILITIES: Ability to plan, organize and work independently. Ability to communicate effectively verbally and in writing. Knowledge and experience in dealing with the public and handling customers inquires in person and on the phone. Skill in determining the scope of projects, what is to be accomplished by the project, anticipated resources required, and establish completion dates. Ability to supervise and train others. Ability to lift up to 50 lbs and provide moving services. Ability to promptly meet the work schedule for custodial services. Ability to handle multiple tasks. Knowledge of the surplus property procedures. Knowledge of general janitorial techniques, cleaning supplies, and procedures. Ability to follow instructions through to completion of assignments. Skill in working as a team member, ability to get along well with peers, supervisors and customers, knowledge of safety issues. Ability to use personal computer to include basic Windows applications. Knowledge of contract management practices and procedures.
OTHER JOB RELATED REQUIREMENTS: The incumbent of this position is required to work with or around Department of Corrections inmates.
MINIMUM QUALIFICATIONS: High school diploma or equivalency, 5 years’ experience in property or inventory control and 2 years of supervisory experience. College education from an accredited institution can substitute at the rate of 30 semester hours or 45 quarter hours for each year of the required work experience. Must be able to lift 50 pounds.
