NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
The Treasury and Payment Services Division of the Department of Finance has over 500 staff and oversees the agency’s management of City cash balances and relationships with banking institutions, oversight of all City payment websites, document and payment processing of tax returns, property recording forms, and parking violation programs, and collection of delinquent accounts. Treasury and Payment Services is responsible for collecting outstanding violations issued by the Sanitation and Buildings Departments and other City agencies that have been adjudicated by the Environmental Control Board.
The Payments, Billing, and Refund Division is currently seeking a highly motivated, highly organized, and detail oriented individual, with excellent analytical and communication skills, to serve as a business analyst for the Property Tax System (PTS).
Responsibilities include:
• Production Systems Support: Analyze and resolve business issues, with an emphasis on payments.
• Make financial adjustments, or partner with Finance Information Technology (FIT) and other business units to adjust financial data.
• Interact directly with customers and staff in other agencies.
• Special Assessments: Business and technical support for internal DOF and external agency staff, who upload charges and charge adjustments to PTS for billing.
• User Acceptance Testing: Conduct testing from a business perspective, across multiple systems or agencies. Testing includes bug fixes, system enhancements, and new vendor interfaces.
• Business requirements – define business requirements for PTS bugs, enhancements, and new vendor interfaces.
Minimum Qual Requirements
1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in “1” above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory, full-time progressively responsible experience as described in “1”
above, 18 months of which must have been in an administrative, managerial,
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to “1”, “2” or “3” above. However, all
candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in “1”, “2” or “3” above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative, managerial, executive or supervisory
experience described in “1”, “2” or “3” above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.
Preferred Skills
• Familiarity with DOF’s Property Tax System (PTS)
• Excellent analytical and research skills
• Strong written and verbal communication skills
• Demonstrated ability to work independently and multi-task
• Proficiency in MS-Word, Excel, and Outlook
• Ease working with technical software tools, e.g., Notepad ++, 7-Zip
• Basic Knowledge of SQL is a plus.
• Team orientation; ability to work well with others
