Resp & Qualifications
PURPOSE:
Primarily responsible for managing the proposal process, including the design, development and delivery of complex, compliant, compelling, customer-focused proposals. Perform proposal planning/scheduling, RFP/RFI analysis, lead/conduct proposal kick-offs/training, partner with multi-discipline teams and provide coaching/guidance to lower level Proposal team members. Ensure that value proposition/value delivery systems are identified as proposal strengths.
NOTE: This position requires candidates to live in the MD, DC, VA area in order to travel into the offices on occasion.
ESSENTIAL FUNCTIONS:
Leads and owns all aspects of complex proposal requests including: planning, researching, developing, writing, and editing complex content for proposals in response to customer solicitations. Ensure all documents are in compliance with bid requirements.
Work collaboratively with subject matter experts across all areas and levels of the organization, as well as geographically diverse teams.
Develop, coordinate and monitor schedules, communication of deadlines and timelines for response documents.
Provide coaching and guidance to lower level proposal team members.
Maintain up to date working knowledge of all aspects of the business including mission, functionality of services offered, and industry trends to apply to proposals, ensuring success.
Support the development and maintenance of sales enablement resources (e.g., both standard and custom proposal content, proposal templates, etc.) and maintain related software systems in use by the team (e.g., proposal management software, Salesforce, SharePoint, etc.).
QUALIFICATIONS:
Education Level: Bachelor’s Degree OR in lieu of a Bachelor’s degree, an additional 4 years of relevant work experience is required in addition to the required work experience.
Experience: 5 years in developing and producing effective sales oriented proposals and technical response documents.
Preferred Qualifications: A strong CareFirst product, contract knowledge, organization structure, departments and business operations.
Knowledge, Skills and Abilities (KSAs)
Excellent time management and organizational skills working with geographically dispersed staff, with a highly tuned sense of urgency.
Proven ability to manage workload including communicating effectively when additional team resources are needed to meet demands.
Demonstrated high attention to detail.
Adaptable communication style to work with all levels of colleagues across the organization.
Excellent interpersonal, written and verbal communication skill and training, including grammar, style, spelling, punctuation and proofreading skills. Familiar with writing style guides and formats.
Licenses/Certifications: Certified Project Management Professional (PMP)-PMI PMP or AMPM within 1 Year Preferred.
Salary Range: $60,840 – $120,835
