POSITION SUMMARY:
This position serves as WIC project manager and provides nutrition education and counseling for individuals and groups participating in a variety of public health type programs.
ESSENTIAL FUNCTIONS:

- Manages the overall WIC project operations and responsible for planning, implementing, and evaluating WIC services in accordance with state and federal policies per State of WI Policy 10.25. Management includes; overall WIC program management, financial management and planning, confidentiality and security management, certification management, nutritional education and breastfeeding promotion and support management, vendor management, and management of the integration and coordination with other local providers.
- Certifies, or enrolls participants on the WIC program after establishing eligibility based on their nutritional/health needs assessment; provides nutrition and breastfeeding education; refers to other programs for additional resources.
- Maintains electronic client records/documentation.
- Analyzes and provides appropriate food packages to clients including the need for special formulas and medically prescribed nutritionals for the wellbeing of the client.
- Collaborates with various agencies and community members to implement the Healthier Together Pierce & St. Croix Counties Community Health Improvement Plan.
- Provides ongoing prenatal nutrition, breastfeeding and health education to women with high risk pregnancies.
- Trains and reviews work from other staff. Coaches and/or counsels staff to ensure quality service standards are maintained.
- Develops educational materials, programs or events to promote good health and wellness.
- Researches, reviews and interprets nutritional information to share with staff, clients, and community members. Provides community nutrition services via group or individual education.
- Prepares and submits grant proposals. Completes contract materials as received. Manages grant requirements.
- Supervises and precepts students in public health nutrition and nursing students from various colleges/universities.
- Assists the department with data collection.
- Participates in strategic planning, the performance management system including quality improvement, workforce development, emergency preparedness, community health needs assessment, and community health improvement planning as assigned.

KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of the principles of normal and therapeutic nutrition.
- Knowledge of nutrition and dietary assessment techniques including anthropometric, biochemical, clinical and dietary.
- Knowledge, skills, and abilities regarding health equity, social determinates of health, public health ethics, and the public health core competencies.
- Knowledge of NIMS and ICS protocols.
- Knowledge of the interrelationships between health and social service programs and appropriate community resources.
- Knowledge of human behavior and techniques for effecting change.
- Knowledge of CLIA and OSHA regulations.
- Ability to interpret nutritional and dietary data.
- Skill in preparing reports, health and medical histories.
- Ability to monitor and maintain quality standards.
- Knowledge of electronic records systems.
- Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.
- Ability to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
- Ability to maintain accurate and legible notes.
- Ability to type accurately at a reasonable rate of speed.
- Knowledge of County policies, procedures and practices.
- Knowledge of local government organization and its departmental operating requirements.
- Ability to establish and maintain effective working relationships with others
- Considerable knowledge of modern office practices and procedures.
- Ability to analyze and prepare organizational and functional reports from research data.
- Knowledge of the use of a multi-line telephone system.
- General knowledge of current office practices and procedures and knowledge of the operation of standard office equipment and software.
- Ability to work the allocated hours of the position.
LANGUAGE SKILLS
- Ability to communicate effectively with other members of the staff, supervisor, and the public.
- Ability to communicate clearly and concisely in both written and verbal form.
- Must be proficient in workplace English and spelling.
- Ability to read County policies and procedures; written instructions, general correspondence; SDS sheets, safety manuals, maps, etc.

PHYSICAL REQUIREMENTS
- This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, frequently requires standing, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires walking, stooping, kneeling, crouching or crawling and reaching with hands and arms.
- Work has standard vision requirements.
- Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
- Hearing is required to perceive information at normal spoken word levels.
- Work requires preparing and analyzing written or computer data, using measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities.
- Work frequently requires exposure to blood borne pathogens and may be required to wear specialized personal protective equipment and occasionally requires wearing a self-contained breathing apparatus.
- Work is generally in a moderately noisy location (e.g. business office, light traffic).
WORK ENVIRONMENT
- Work is primarily in an office setting.
MINIMUM QUALIFICATIONS:
EDUCATION AND/OR EXPERIENCE REQUIREMENTS
- Bachelor s degree in Nutrition or Dietetics.
- Wisconsin Certified Dietitian, Registered Dietitian with the National Commission on Dietetic Registration (CDR).
- Two years professional work experience in public health, community nutrition/maternal-child health, lactation or nutrition.
- Previous WIC program experience preferred.
- Certified Lactation Counselor, Certified Lactation Specialist, or Certified Lactation Educator preferred.
- Must successfully pass criminal and caregiver background check.
Full Pay Range: $64,358 – $86,617
Expected Pay Range: $64,358 – $72,092
