The City of Richmond Office of Strategic Communications and Civic Engagement is seeking highly qualified candidatesfor the position of Public Information Manager will be responsible for creating and disseminating visual, digital, written, and spoken information about the City. The highly visible candidate would also assist in establishing the visual identity and brand for the City of Richmond.

Duties include but are not limited to

  • Videography management across the agency
  • Directing, filming, and editing complex stories
  • Working with a diverse group of people including organizational leaders, partners, and stakeholders
  • Coaching, scriptwriting, and storyboarding
  • Developing stories to show the cross-section of city work and alignment
  • Directing and mentoring staff members regarding videography projects

Qualifications, Special Certifications and Licenses

KNOWLEDGE, SKILLS, AND ABILITIES:
Demonstrated knowledge of current principles, techniques, and objectives of public information and public relations programs including communication strategies and research and tactics, evaluation methods; analytical techniques and principles; program marketing and promotion strategies and tactics; appropriate communications technologies; dynamics; and diversity issues. Considerable knowledge of principles and practices for media relations; web-based media and multimedia production; social media; graphic design and production, and distribution methods and technologies; emergency public information principles and practices, including planning, preparing, and training for crisis communications; principles and practices of effective supervision, personnel training, and evaluation techniques; policies, organization, functions, and objectives of municipal government, and legal issues related to public information practice; and knowledge of project management and organization. Considerable interpersonal skills; proficiency with camera equipment; creativity and attention to detail; flexibility and good listening skills; patience to wait for the perfect shot; energy and determination; technical acumen to be able to operate, configure, set up, and fix video, audio, lighting, or other production equipment. Demonstrated skill in computerized tape editing software and equipment; understanding of post-production techniques; experience in a variety of digital venues with software to edit and finish film work; passionate about getting the shot; using computers and related software; excellent computer literacy; and proficiency with editing software such as Celtx, Pinnacle Studio 16 Ultimate, Adobe Creative Suite, Corel VideoStudio, or iMovie Final Cut Pro X. Proven ability to write professionally, effectively, and facilely using a personal computer to produce documents in the English language for a wide range of purposes appropriate sentence structure, vocabulary, punctuation, and grammar; gather necessary information from a wide range of information sources, people, and organizations in order to make public information plans and produce materials, including the ability to comprehend and make inferences from written materials; seek, identify, and effectively convey organizational stories and issues using a wide range of methods and tools; develop and maintain relationships and work cooperatively with other employees, media representatives, elected and appointed public officials, and the public; supervise, evaluate and motivate employees and volunteers; and plan and organize multiple tasks simultaneously. Proven ability to work under deadline pressure and capture snippets of film and be able to edit it into a cohesive story.

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor’s degree in public relations, communications, journalism, marketing, or directly related field.
  • Five years of public communications experience with supervisory experience preferred.
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.

PREFERRED TRAINING AND EXPERIENCE:

  • At least three (3) years of Marketing experience
  • Microsoft Office experience
  • Excellent written and verbal communication skills
  • Valid Driver’s License is required.
