Definition of Responsibility
Under the broad direction of the Department, the Green Infrastructure Public Information Officer (PIO) is responsible for handling all public communications pertaining to Green Infrastructure within the Baltimore County Department of Public Works & Transportation (DPWT).
This position is a part of the Office of the Director. The PIO’s key responsibilities involve developing, implementing, and managing public relations and information programs.
Their work aims to enhance public understanding, promote engagement, and ensure transparency around the department’s green infrastructure initiatives and actions. The role also supports the wider DPWT by assisting with additional public information duties as required.
Examples of Essential Duties
- Researches, prepares, and writes news releases, official statements, and other materials for public release which describe the programs and objectives of Green Infrastructure Program.
- Coordinates agency contacts with the media.
- Makes speeches and presentations before groups.
- Advises department heads, agency representatives, and others regarding public relations and information related matters.
- Develops and coordinates advertising and marketing strategies and social media strategies.
- Prepares and implements educational and promotional materials.
- Schedules the release of promotional materials and secures public service time from local broadcast media.
- Writes original scripts and coordinates the production and airing of public service announcements and other media programs.
- Coordinates community outreach events and materials for areas impacted by a green infrastructure project.
- Develops materials to market the benefits of green infrastructure to private property owners.
- Works with the Green infrastructure team and Office of Sustainability to develop programs that support private property owners in the implementation of green/sustainable infrastructure.
- Reviews, coordinates, rewrites, edits, and designs bulletins, pamphlets, internal and external newsletters, exhibits, and other materials which explain Green Infrastructure programs and policies.
- Researches, writes, and edits technical and procedural manuals.
- Researches and gathers information to be used in public information programs.
Examples of Other Duties:
- Takes photographs for County publications.
- Uses desktop publishing, word processing, or typesetting equipment.
- Supervises support personnel.
- Performs other related duties as required including assisting the Office of Communications as needed with non-Green Infrastructure issues.

Qualifications
Graduation from an accredited college or university with a bachelor’s degree in journalism, English, mass communications, marketing, public relations or a closely related field,
PLUS
one year of experience in journalism, creative writing, public relations, or closely related field.
Additional experience in the areas listed above may be substituted on a year-for-year basis up to a maximum of four years for the required education.
Education in one of the fields listed above beyond a bachelor’s degree may be substituted on a year-for-year basis for the required experience.

Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.

Employees are required to participate in the Baltimore County Employees’ Retirement System, with very limited exceptions.
Paid Leave
Sick Leave – Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.
Vacation Leave – Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.
Holidays – Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
