Job Announcement
Serves as the manager of the Public Safety Computer Aided Dispatch (CAD) system, and is responsible for the overall management of the CAD system and network. The CAD system provides mission critical, time sensitive, life-saving computerized support, processes 9-1-1 emergency and non-emergency calls, dispatches and communicates among Police, Fire-Rescue, Emergency Medical Services (EMS), and public safety communications personnel. This position enables interoperability between shared applications, responds to ad hoc requests for system information from DPSC staff, and provides on-call technical assistance 24 hours, 7 days a week as is required to ensure consistent and proper system operations. It assists in the development or procurement of new applications as the need arises. It requires the ability to communicate clearly, both verbally and in writing. Software languages and systems include ASP, ASP.net, SQL server, Webmethods, Oracle, Crystal Reports, SAS, Visual Studio. net., and /or other third and fourth generation software tools.
Illustrative Duties

- Administers a large communication system with county and region wide impact (such as, the Public Safety Computer Aided Dispatch (CAD) system, or the Fairfax County’s 9-1-1 communications system);
- Conducts (self-direction consideration) of technology trends and innovation that leverage opportunities to enhance systems that make existing applications operate more efficiently, enhance utility and functionality, improves an improved user interface, and/or provides for better integration with other systems using newer technologies that provide more innovative ways to solve business needs;
- Manages large IT projects which require extensive knowledge and experience of project management methodologies, tools, and practices;
- Implements new IT systems;
- Determines the impact of new systems on users;
- Oversee and develop training for these new systems as part of the project;
- Formulates strategic plans and initiatives for the relevant communications systems supporting 9-1-1 operations and develops detailed requirements and participates as a lead evaluator of vendor proposals for such communications systems used in the County’s acquisition and procurement cycle;
- Serves as lead technical resource in the area of application development which includes platforms, software, tools, application development methodologies, and databases design;
- Oversees all planning, research, analysis, design and implementation functions and related documentation of new and complex technologies to meet end user requirements;
- Provides leadership and works closely with other IT staff and management to ensure that IT policies, procedures, and standards are enforced for existing and new technologies and participates in the formulation of new policies, procedures, and standards as new technologies are deployed;
- Provides support to systems that provide outcomes that are heterogeneous, including interfaces or functions that require interaction with other systems and/or entities, such as State and Federal government agencies and/or private sector organizations;
- Coordinates and works closely with the Department of Information Technology and DPSC Staff to develop comprehensive technical solutions.
- Ensures that the systems meet specified business requirements, operate according to negotiated performance standards, and that enhancements are implemented according to County technology standards and delivered on schedule;
- Manages staff, contractors, project plans, and project budget which includes understanding the County’s budget process, procurement process and work with users in budget preparation and submission;
- Sets priorities, assigns and plans work, assures the availability of resources, and serves as manager and/or senior technical resource for all planning, analysis, design, and implementation functions of large Information Technology (IT) projects;
- Manages customer expectations.

Employment Standards
MINIMUM QUALIFICATIONS:

Bachelor’s degree in computer information systems, computer science, or related field; plus, five years of experience in information systems and process redesign, project/program management, managing and implementing all phases of the systems development life cycle, including at least three years of supervisory experience.
PREFERRED QUALIFICATIONS:
- 4 or more years supervisory experience
- 5 or more years in public safety environments (Communications, Police, Fire or Sheriff)
- 5 or more years project management experience
- 5 or more years applying IT needs in a public safety environment.
