Minimum Qualifications of Education and Experience:
MINIMUM QUALIFICATIONS:
- One (1) year of supervisory experience or experience leading a team.
- Three (3) years working with municipalities in general maintenance, repair work, groundskeeping, landscaping and/or operation of various types of light and heavy equipment.
- Must possess a valid Minnesota Commercial Driver’s License (CDL) Class B driver’s license and be able to drive in the state of Minnesota.
- High School Diploma/GED is required.

- Any satisfactory equivalent combination of education, training, and experience that demonstrates the knowledge, skills, and abilities to perform the duties of the job proficiently may be substituted for the above requirements.
Nature of Work:
Under direction of the Superintendent of Public Works Operations, the Public Works Operations Supervisor supervises and participates in the work of maintenance crews engaged in a variety of buildings and facilities maintenance work in parks and recreation areas; maintains parks facilities, structures, and buildings; and performs related work as assigned or apparent, which will include working on projects and tasks with crews. The Operations division works collaboratively to maintain the streets and parks within the City of Mankato. May be assigned to one or more functional areas within the department.

Duties / Responsibilities
Primary Essential Work Functions:
- Prepares and assigns daily work tasks to full-time, part-time, seasonal employees and volunteers in maintenance activities, such as proper maintenance of streets, parks, and other municipal properties.
- Supervises and safely performs parks and open space maintenance, including planting, ordering plants and materials for annual plantings; transplanting, trimming, felling, removal and care of trees, shrubs, flowers, and turf; graffiti removal; swimming pool, campground, baseball and soccer fields, trails, and playground maintenance.
- Supervises employees and volunteers, including training and instruction; performance management, including evaluations, coaching, and discipline; reviews and approves or denies leave requests, and approves timesheets.
- Safely and proficiently operates and trains employees on all vehicles, and light, heavy, and complex equipment utilized by the Operations Division to ensure proper maintenance of streets, parks, and other municipal properties.
- Supervises and participates in the operation and maintenance of sidewalks, athletic fields and courts, parking lots and parking areas, and other facilities.
- Safely performs streets maintenance, including crack sealing, mastic patching, skim patching, pothole patching, overlaying streets, grading unsurfaced roadways and alleys and maintaining rights-of-way.
- Performs all assigned tasks according to established safety rules, regulations, and practices, and promptly reports work related injuries, unsafe conditions and near miss incidents to immediate supervisor.
- Monitors and provides daily maintenance as required to equipment assigned.
- Safely and proficiently operates all vehicles, and light, heavy, and complex equipment utilized by the Operations Division to ensure proper maintenance of streets, parks, and other municipal properties.
- Tracks assets, work orders and preventative maintenance using Cartegraph.
- Works collaboratively within the division to support and manage the operations of parks and streets.
- Must be available to work overtime or be on call at various hours beyond the regular work shift in order to facilitate meeting desired conditions of streets and respond to varied work assignments.
- Safely plows snow and performs other related snow removal activities with light and heavy equipment.

Conditions of Employment:
- Must possess a valid Minnesota CDL Class B driver’s license and be able to drive; and obtain a Minnesota CDL Class A driver’s license (with no restrictions) and a tanker endorsement within one hundred and twenty (120) days of employment.
- Demonstrated proficiency and safety in operation of Division required equipment.
- Satisfactory completion (passing) of pre-employment FMCSA Drug and Alcohol Clearinghouse Query, pre-employment assessment, background examination, physical examination, and drug testing.
- Must meet expectations of the work functions and knowledge, skills, and abilities for the position.
- Must comply with organizational and departmental policies.
- Must comply with data practices policies and standards relative to not public data. Any access to not public data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished the not public data must be properly stored according to city policy and the Minnesota Statutes.
Hours of Work
General working hours will be Monday-Friday 7:00 a.m. to 3:30 p.m., and outside of regular hours as necessary. Work schedule will be adjusted as necessary based on operational requirements of the division.

- Health insurance plans to choose from: $5,000 HDHP, $3,000 HDHP, $500 CMM, $100 CMM
- City contributes up to $1,000/month ($12,000 annually) towards single coverage plans; and up to $2,500/month ($30,000 annually) for family coverage plans.
- All employee contributions towards premiums are deducted through payroll deductions on a bi-weekly basis.
- City contributions for union members will follow negotiated contract language.
