Your Specific Responsibilities:
Serves as Contract Manager as required by Section 287.,057(13), Florida Statutes (F.S.) for all divisions of the Florida Department of Health in Pasco County, following procurement guidelines for the Purchasing Department, comptrollers guide and Contract Administration, to include the following:
Develops, plans and maintains a contract procurement schedule annually to allow adequate time to evaluate current service providers and/or secure other potential providers using appropriate procurement procedures.
Works closely with Division Directors/Program Managers to determine contractual needs of each division and to define terms and conditions associated with those contractual needs.
Prepares all contracts, Memorandum of Understanding, Affiliation Agreements, and other documentation as required by Contract Administration, to appropriately reflect the negotiated terms and provisions of the services to be provided by the providers.
Routes proposed contracts and agreements through appropriate channels for review prior to execution.
Enters all two-party contracts and agreements, together with amendments and renewals, in FACTS.
Prepares Non-FACTS Summary of Contractual Services Agreements and Purchase Orders for all Direct Orders and Purchase Orders for contractual services not associated with a two-party agreement.
Performs desk monitoring of the provider’s performance through the review of contract deliverables and submitted reports to determine compliance with established contract terms and timeframes. Maintains patient lists for each contractual services vendor and ensures that contract pay-out sheets are reconciled with the Encumbrance Report on a monthly basis.
Maintains all required documentation in the contract manager’s files in accordance with Department of Health contract management requirements.
Submits contract files for review by the Contract Manager’s Supervisor every six months.
Coordinates the purchase of goods and services for the health department, using My Florida marketplace to ensure quality products are obtained in a timely manner on a competitive basis. Assists program managers in determining the most appropriate commodities and services needed to perform job duties. Screens requisitions, purchase orders, bids/contracts, and reports for accuracy and conformance with Florida Statutes and Department of Health policies and regulations. Maintains vendor contracts/price quotations and issues purchase orders. Quotes, orders, and expedites a variety of commodities and services; tabulates and verifies prices, and awards orders based on specifications. Prepares complex specifications, legal advertisements, formal bid invitations, contracts, and correspondence regarding purchasing matters of a complex nature, in accordance with statutory requirements and Department of Health purchasing policies and procedures. Oversees administration of My Florida Marketplace in the department and provides training to staff in the use of the system, and provides technical assistance as needed.
Reviews appropriate Secure Reports to ensure timely payment for received items. Contacts vendors on a regular basis regarding pending back orders. Works closely with Accounts Payable to resolve any barriers in processing an invoice for payment. Works with other divisions when researching or resolving problems related to specialized supplies (i.e. medical supplies or drugs) purchased. First week of every month, reviews number of monthly MFMP orders completed per requester and updates log with information. Reviews MFMP for any composing purchase orders and notifies requester to delete composing orders. Reviews all after-the-fact purchase orders and updates log with that information.
Acts as Back-up for Purchasing Champion for MyFloridaMarketPlace to include, but not limited to remaining current on Purchasing Policies, Guidelines and Procedures, providing training as well as assisting with access for new MFMP users. Listens to any conference calls regarding Purchasing and MyFloridaMarketPlace, and updates MFMP training as necessary
Performs other related duties as needed.

Minimum Qualifications:
- 1 year experience managing contracts
- 3 years’ experience using Microsoft Excel
Preferred Qualifications:
- MFMP at least 1 year
- Contract at least 1 year
- Microsoft Office 3 years or more
