JOB TITLE: Purchasing Agent

DEPARTMENT: Construction/Purchasing

REPORTS TO: Director of Purchasing

SALARY: $55K

FLSA STATUS: Non – Exempt

POSITION SUMMARY:

Responsible and accountable for compiling bids and populating purchasing buyout documents for new construction and existing rehab construction projects.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Source, locate, and negotiate quotes from subcontractors and materials suppliers.
• Generate and coordinate the distribution of bid packages and ensures the timely return of bids.
• Phone polling contractors about bidding, adjustments to quotes, and updating quotes.
• Actively source subcontractors in new areas.
• Use Excel sheets to review projects out to bid, provide feedback to other staff regarding best-qualified bidder, number of total bids, etc. to the Director and Ownership
• Follow up on subcontracts and quote-related changes and scope clarification.
• Manage bid software platforms.
• Pre-qualify subcontractors for risk management.
• Manage bidders lists
• Utilize line item material take-offs in negotiation with Trade Partners to procure competitive pricing
• Other duties as required.
• Call and direct the Pre-buyout meeting for bid packages
• Negotiate with Trade Partners for the best possible pricing and services.
• Review the Redlines and Value Engineer plans to lower costs and increase quality.
• Check cost code-specific contractor scopes of work and specifications.
• Work closely with Trade Partners to establish a professional relationships.
• Communicate effectively with Internal Team Members in a demanding environment.

QUALIFICATIONS/SKILLS & KNOWLEDGE REQUIREMENTS
• General knowledge of construction process, and materials as needed for development, production schedules, and repairs.
• Basic understanding of construction contractor scopes of work and specifications.
• Working knowledge of Purchasing policies, processes, and procedures.
• Knowledge of Multi-Family Construction.
• Knowledge of Green Standards
• Must have initiative, be well organized, and detail-oriented
• Professional and clear phone presence.
• Ability to handle multiple tasks and work in a fast-paced working environment.
• Ability to work as a member of a team.
• Strong negotiation and communication skills with Construction Trade Partners.
• Competent in Microsoft Office Programs, specifically MS Word, Excel, and PowerPoint.
• Bachelor’s or Associate’s Degree in Supply Chain Management, Construction Management, Business, Engineering, or a relative field preferred.

Language Skills -Ability to respond to questions or requests from regulatory agencies and the business community. Ability to effectively write speeches, articles, and presentations and then present the information to management, employees, and/or the general public.

Math Skills – Ability to work with concepts such as probability, inference, and fundamentals of geometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to situations.

Reasoning Skills – Ability to define issues, collect information, establish facts and draw valid conclusions. Ability to interpret a variety of technical instructions in various forms and deal with abstract and concrete variables.

Computer Skills – Advanced experience with MS Office and MS Projects.

Other Skills – Ability to read/educate/implement all facets of engineering and architectural plans, knowledge of general construction codes and practices (local, state, and national).

WORK ENVIRONMENT:
• Normally works in an environment with moderate noise.
• Rarely must work near moving mechanical parts, in high/precarious places, near fumes/airborne particles, near toxic/caustic chemicals, in outdoor weather conditions, and near risk of electrical shock
