Summary
Primarily responsible for the daily operation of the College’s purchasing function under the Director of Budgeting and Purchasing.
Salary is restricted to above range and will not exceed the maximum of the range.

Duties and Responsibilities
- Prepares and processes purchase orders, maintains appropriate purchase records, coordinates deliveries and conducts follow-up inquiries as necessary.
- Serves as the primary individual responsible for purchasing functions.
- Prepares bid documents when required and places public bidding advertisements.
- Coordinate evaluation committees for RFP preparation and proposal evaluations.
- Pursues joint purchasing ventures with outside organizations/consortiums.
- Ensures purchase requests contain all required information including proper account numbers.
- Enforces college purchasing policies and procedures.
- Administrator of college’s credit card of program. Processes large purchases and maintains the record keeping for the college credit card.
- Vendor authentication and set up in Ellucian Banner.
- Sets up approvals for staff and trains staff to learn the purchase requisition system in Ellucian Banner.
- Processes routine insurance claims which include auto, liability, and theft.
- Handles prepayment of travel expenses when necessary.
- Maintain contracts and schedule of expiration dates.
- Maintain vendor Certificates of Insurance.
- Maintains the operations manual for this position.
- Carries out special projects as assigned–including assisting in gathering information, compiling and retrieving data using a computer, and drafting administrative reports.
Required Qualifications
REQUIRED:
Education
- Associate’s degree from an accredited institution.
- Foreign degrees – must provide a US equivalency report of your degree credentials with your transcript, if not, your resume will not be accepted.
Certifications
- Act 153 Clearances (Act 34 PA Criminal Background, Act 151 PA Child Abuse History, Act 114 FBI Clearance Fingerprinting)
Work Experience
- Three or more years of purchasing experience and in a financial office setting.
Knowledge, Skills, Abilities
- Must have excellent computer skills in MS Office.
- Must have excellent written and oral communication skills.
- Well organized and able to work under pressure.
- Ability to handle confidential issues.
- Must possess a high level of the following work skills and behaviors: teamwork/cooperation, initiative, customer service, and commitment to continuous professional growth in skills and knowledge.
PREFERRED:
- Bilingual
- Ellucian banner experience.

While performing the duties of this job, the employee is frequently required to stand; walk; sit; use hands to handle or feel; reach with hands and arms; talk and hear.
