The Division of Investigative and Forensic Services encompasses all law enforcement and forensic components residing within the Department of Financial Services. With this broad responsibility, the division investigates a wide range of fraudulent and criminal acts including:
- Insurance Fraud Investigations

Preferencewill be given for the following:
- Experience in utilizing and processing the State of Florida purchase card, Works portal, and purchasing guidelines.
- A minimum of one year (1) purchasing experience with the state of Florida.
Special consideration may be given to eligible candidates who have bilingual verbal & written skills that meet a critical need of the agency’s mission.

Selection is a three-to-six-month process that consists of the following:

The minimum salary for this position is $40,084.38.

Minimum Qualifications for this position include the following REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS, AND ABILITIES:

BRIEF DESCRIPTION OF DUTIES:
Independently determines the method of procurement for Division purchases and arranges for the purchasing of services and goods. Analyzes price proposals and negotiates with vendors to ensure Divisions needs are met. Prepares and executes single source procurements ensuring that the product or service requested has been researched thoroughly and that all requirements for single source have been met. Responsible for the procurement of commodities / services using state term contracts and the open market competitive purchasing process. Independently responsible for the purchase of a variety of specific commodities and services to apply the proper purchasing methods in accordance with the Florida Statutes, State Purchasing Rules, Administrative Policies and Procedures, and Internal Policies and Procedures.
Creates all purchase orders for Division in My Florida Market Place and ensures payments are processed in accordance with purchase order terms. Serves as Division liaison with Department MFMP administrator. Evaluates and determines needs of purchase orders and executes changes. Confers with Division personnel to determine corrective actions with vendors as needed. Ensures that fiscal staff is provided the necessary information for prompt payment of invoices. Generate various monthly and quarterly reports as requested by management from the contract databases related to procurement.
Communicates by telephone, email or in person, with vendors and Department personnel regarding purchasing of commodities and contractual services. Encourages use of purchasing card for small non-recurring purchases. Responsible for resolving problems associated with the purchasing process such as deliveries, incorrect quantities, substitutions, etc. Prepares proper written correspondence and maintains purchasing records. Attends required in-house training and other professional government purchasing training.
Provides oversight and training for all Division purchasing activities to include purchasing guidelines, purchasing card rules and regulations, Works training, purchase orders, or any additional purchasing needs of the Division.
Completes all required forms and maintains Division purchasing card access level and purchasing authority for all Division members. Serves as Division liaison for Works program. This includes audits of Works charges and Division level Works training.
Prepares request for refunds in the Receipts/Refunds Inquiry program database (CODA application).
Performs other duties as assigned.
