SPECIAL NOTES:
Applicants are required to meet one of the following:
- High school diploma or equivalent and six (6) years of procurement experience OR
- Bachelor’s degree in computer science, Business, Economics, Procurement, Supply Chain Management, Business Administration, or related majors and two (2) years of procurement experience OR
- Master’s degree in computer science, Business, Economics, Procurement, Supply Chain Management, Business Administration, or related majors and one (1) year of procurement experience OR
- Juris Doctor (JD) degree
Additional requirements:
- Proficient understanding of contract formation and contract law.
- Experience in relationship management and the ability to interact at all levels of management.
- Excellent communication and presentation skills, including proficiency in the English language.
Preference will be given for the following:
- Five (5) years of experience in sourcing and procurement of IT products and services.
- Three (3) years of IT contract negotiation experience.
This position may be required to occasionally perform duties other than those listed on the position description.
The salary range for this position is $80,000.00 to $90,000.00 annually.
Employees of the Department of Financial Services are paid on a monthly pay cycle.
This position requires a security background check, including fingerprint as a condition of employment.

Minimum Qualifications for this position include the following REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS, AND ABILITIES:

- Knowledge of the methods of data collection and analysis.

- Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and management practices.
- Ability to organize data into logical format for presentation in reports, documents, and other written materials.
- Ability to conduct fact-finding research.
- Ability to utilize problem-solving techniques.
- Ability to work independently.
- Skill to effectively negotiate complex IT contracts.
- Knowledge of information technology environments and systems.
BRIEF DESCRIPTION OF DUTIES:
As the IT Procurement Director, you will be asked to take a consultative approach to develop and drive best practices for handling complex technology vendor implementation and negotiations. Internally, you will collaborate with IT Service Leads to understand their business needs, develop, and execute plans while following the sourcing process. Externally, you will work with technology vendors to initiate the procurement processes in acquiring complex IT goods and services with a focus on reducing costs while achieving organizational objectives.
