Purpose of the position:
This position provides direction and guidance to an operational Quality Assurance (QA) unit to maintain and promote department efficiency, effectiveness, fiscal responsibility, and compliance with state and federal laws and regulations. The Quality Assurance Supervisor’s work is essential to Virginia Department of Social Services (VDSS) program integrity, risk management, service delivery, and compliance with federal mandates and state guidelines. The QA Supervisor provides oversight and monitoring of on-site quality reviews to several federal and state policies, procedural and programmatic audit activities for social services. These programs include Title IV-E, Child Welfare, Adult Services, Employment Services, Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance to Needy Families (TANF) Program, Medicaid (MA), Childcare (CC), General Relief Program, etc. This position is part of the Agency’s Leadership team and works to support the department with top notch services to the community to support the Mission of the Department.

HERE’S WHAT YOU NEED:
Bachelor’s degree in business or public administration, accounting, finance or a related field. Three (five preferred) years of increasingly responsible management, personnel, planning, program evaluation or related analytical experience in the assigned area of responsibility to include one year of supervisory experience; or an equivalent combination of training and experience. Knowledge and experience in local social services programs, administration, and local government preferred. Seeking a leader who takes initiative and wants to be part of a leadership team. Seeking a candidate with considerable knowledge of the principles and practices of administrative management; of business and management principles involved in strategic planning, and activities of local social services. Ability to participate in the development and administration of department goals, objectives, and procedures; to conduct difficult analytical studies involving complex procedures; to identify and define problems, evaluate data, make recommendations and develop/implement a plan of action; to interpret, apply and explain complex federal, state and local laws related to social services; to communicate effectively orally and in writing; to operate a personal computer and related software, develop and interpret spreadsheets, and other standard office equipment; to develop and maintain effective working relationships with internal and external customers; to supervise staff.

Current valid driver’s license and good driving record required. Based on the Virginia DMV point system, record must not reflect a total of six or more demerit points within the twenty-four months preceding the anticipated hire date, or one major violation of six demerit points within the preceding thirty-six months. Out of state driving records must be obtained by applicant and presented at time of interview. Records must reflect at least three years of history and be dated within thirty days of interview date.

WHAT YOU DO AND HOW YOU DO IT:
The Chesterfield-Colonial Heights Department of Social Services is seeking an experienced team leader as the Quality Assurance Supervisor. This position requires attention to details, continual analysis and interpretation of data and policy with the ability to plan, develop and implement various projects concurrently. This position will supervise, train, and evaluate the work of professional, technical, and other staff directly.

Responsibilities include:

  • Apply organizational management principles (standard operation procedures, performance measures, outcomes, strategic planning, problem solving, etc.)
  • Participates in the development of the department’s work plan; assigns work activities, projects, and programs; monitors workflow; reviews and evaluate work products, methods, and procedures
  • Manages the development and implementation of departmental goals, objectives, policies, and priorities for each assigned service area
  • Apply daily leadership, quality assurance practices and methodology and program management, assess program effectiveness using data and various program evaluation methods; makes decisions on complex cases
  • Supervise, assign work, reviews, evaluates staff job performance, provide training and development opportunities for staff.
  • Apply knowledge of Social Services Benefit and Family Services Programs policies and procedures
  • Apply investigatory, analytical skills in a multi-deadline environment.
  • Apply high level of interpersonal skills to elicit cooperation for overall department success.
  • Team collaboration and effective organizational skills to complete assignments within deadlines.
  • Demonstrate clear, accurate, detailed, and effective oral and written communication.
  • Collect, interpret, analyze, and develop reports on program data.
  • Communicate effectively with state and regional partners, employees, peers, and leadership to accomplish goals.
  • Lead in adapting to change in operations and priorities as needed
  • Advises and consults with management on issues which have a significant, department-wide impact,
  • Other duties as assigned for the Mission of the Department.
  • Manages an Emergency Shelter Team during times of natural disaster, reporting to shelter duty as required.
