The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families at risk of a crisis through preventive services and provides foster care services for children not able to safely remain at home. Each year, the agency’s Division of Child Protection responds to more than 50,000 reports of suspected child abuse or neglect. In juvenile justice, ACS manages and funds services including detention and placement, intensive community-based alternatives for youth, and support services for families. ACS is also a key part of NYCs early childhood and education continuum, providing child care assistance to thousands of child welfare involved and low-income children so they can access safe, affordable, quality care.
The Division of Youth and Family Justice (DYFJ) is responsible for oversight and management of secure and non-secure detention services for juveniles awaiting disposition in family, criminal, and supreme courts. DYFJ also oversees a wide network of providers throughout the five boroughs that operate Non-Secure and Limited Secure Placement sites for youth who are adjudicated delinquent and are placed by the New York City Family Court, and a vast network of community-based alternative programs for youth involved in, or at risk for involvement in, the Juvenile Justice system.
Under administrative direction, the Re-entry Coordinator will establish and maintain working relationships within the DYFJ detention milieu to coordinate the development and implementation of service and discharge plans that are youth-centered, and work to deepen connections in the community that will help facilitate the successful reintegration of youth into the community upon their release. Reporting to the Case Management Unit, the Re-entry Coordinator will work as part of an interdisciplinary team responsible for the custody, direct care, supervision, and accountability of youths in the care and custody of ACS to ensure that youth in have access to programs and resources services that offer continuity of service as youth are released from secure detention.
Specific duties will include but are not limited to:
• Manage relationships within detention to coordinate and support the development of service plans and discharge plans for youth in detention.
• Establish relationships with community-based organizations, develop a network of providers that will work to assist youth and their families connect to resources in the community upon the youth’s release.
• Engage youth in the identification of their individual strengths, needs, and interests, and coordinate with DYFJ case management, programs and detention services staff as well as DYFJ-partner and contracted health services and DOE staff to expose youth to activities that align with the youth’s strengths, needs, and interest pre-release.
• Together with DYFJ programs and case management staff, ensure that youth are exposed to services that address their needs, including mental health, medical, literacy, substance use, emotional regulation, conflict mediation, life skills, prosocial development and enrichment, recreation and vocational and career support.
• Collaborate with other City agencies including the Department of Youth and Community and Development, Department of Education, Office of Children and Family Services (OCFS) the Department of Corrections for planning and continuity purposes.
• Perform field visits as needed to coordinate with other stakeholders to ensure continuity in the areas of medical and mental health, education, career readiness, and prosocial programming and promote greater family engagement to support continuity for kids as they are being released from detention.
• Participate in detention, milieu-based meetings, conferences, team meetings and weekly program meetings to support the planning, development of programs across youth living spaces and other designated programming spaces, as well as the coordination of care and behavior plans and discharge recommendations for youth that will enable them to return to the community with reduced risk to reoffend.
• Prepare and maintain reports by utilizing information obtained from forms, service plans, discharge plans, youth surveys, databases, and other sources.
• Perform Case Management duties as assigned.
Note, the selected candidate must be willing to travel to and attend events within and across secure detention facilities, as well as work evenings and on weekends.
Minimum Qual Requirements
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least one year of experience as described in “1” above.

Section 424-A of the New York Social Services Law requires an authorized agency to inquire whether a candidate for employment with child-caring responsibilities has been the subject of a child abuse and maltreatment report.
