Distinguishing Features of the Class
Under general supervision performs real estate acquisition and assists with real estate property disposition services for the City of Des Moines in connection with a variety of acquisition, condemnation and relocation projects as a result of and in association with various private, public and commercial development projects. Performs directly related work as required.
Acceptable Experience and Training

  • Graduation from High School or completion of GED, with additional study in real estate fundamentals; and
  • Considerable experience in real estate sales, closing and title clearance; or
  • Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.

Required Special Qualifications

  • Candidates for positions in this class must pass a post-employment offer physical examination and drug screen;
  • Possession of a valid Iowa driver’s license or evidence of equivalent mobility;

Please note that for this position applicants with an active real estate license will be required to put their real estate license in an inactive status and will not be able to conduct private real estate transactions while working for the City.
Examples of Essential Work (Illustrative Only)

  • Consults with professionals both within City Departments and outside City government regarding property acquisition for public projects;
  • Communicates proposed construction impacts to affected property owners;
  • Prepares and Reviews project scheduling and provides estimated time frames for required property acquisition;
  • Coordinates the preparation of cost estimates for property acquisition for project budgeting and coordinates the collection of information on relocation and demolition costs, solicits bids for appraising property, and provides technical assistance in selecting consultants;
  • Coordinates preparation of documents to initiate property acquisition, requests environmental investigations as needed, studies appraisals performed by consultants, and submits appraisals to the proper officials for final review prior to making offers to purchase;
  • Consults with property owners and their legal representatives to explain projects, presents offers and negotiates for the purchase of property;
  • Orders and reviews Certificates of Title, survey plats and other documents as required and reviews project concepts or construction drawings with Engineer or Project Manager;
  • Maintains and organizes files on properties and tracks progress of transactions through the acquisition and disposition of property Insures transactions meet Federal audit standards for acquisition files;
  • Consults with Legal Department to address and resolve issues involving the quality of title clearing of liens and judgements, on properties being acquired;
  • Consults with mortgage companies and the County Treasurer as needed to clear or resolve property title matters;
  • Provides technical assistance to Legal staff in condemnation proceedings, obtains and/or prepares deeds, abstracts, certificates of title, title clearance documents, Council roll calls, and other documentation;
  • Prepares closing statements and orders final abstracts, coordinates preparation of final title opinion;
  • Works with closing agents as necessary to complete required real estate transactions;
  • Works with Relocation & Property Management staff to insure transition, including provisions for rental for short-term occupancy and payments for crop loss on agricultural land;
  • Assists in the issuance of notices to property owners Assists in training new personnel;
  • Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;
  • Attends meetings, conferences, workshops and training sessions and reviews publications and audio-visual materials to become and remain current on the principles, practices and new developments in assigned work areas;
  • Responds to citizens’ questions and comments in a courteous and timely manner;
  • Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;
  • Performs other directly related duties consistent with the role and function of the classification;
  • Assist Relocation Agent as assigned;
