Summary

Responsible for the acquisition, management and analysis of land rights needed for the installation, use and maintenance of public infrastructure and other City real estate interests and assets.
Essential Functions and Other Important Duties
Essential Functions:
- Assists with the maintenance of the Real Estate Division’s Geographic Information System (GIS) function and related databases for the capture, storage, manipulation, analysis, maintenance, and retrieval of real property records and assets
- Represents the Real Estate Division in regard to community outreach, community forums, and other public meetings as necessary
- Establishes and maintains cooperative relationships with the public, internal clients, staff, and stakeholders
- Serves as liaison between the Real Estate Division and other City departments, executive leadership team, boards, commissions, other governmental agencies and the public at large
- Negotiates successful resolutions on project issues to achieve land rights acquisition goals
- Responds to public inquiries, orally and in writing, regarding the City’s right-of-way and easement acquisition process
- Facilitates acquisition of various land rights / real estate including fee tracts, easements, rights-of-way, licenses and permits
- Performs complex aspects of real estate work relating to the planning, coordination, valuation and negotiation of the acquisition, and subsequent analysis, management and disposition of the City’s real property interests
- Assists in the disposal of City owned real estate and abandonment of excess rights-of-way and easements
- Researches, analyzes, and compiles information on current and pending projects for internal and external uses
- Assists with determining market values and calculates estimates for real estate / land rights acquisition for budgeting and project funding purposes by conducting research and market surveys in respect to comparable real estate sales activity
- Prepares written documentation such as staff reports, letters of agreement, real estate purchase contracts, deeds, easement forms, payment authorizations, and all documents necessary to facilitate the purchase of real property and / or land rights for public projects and initiatives
- Engages and coordinates the efforts of surveyors, appraisers, land rights acquisition consultants, relocation assistance consultants, environmental review consultants, title insurance/escrow agents, attorneys, governmental agencies, engineers and draftsmen for public works projects and municipal undertakings
- Performs technical review of real estate documents, project schematics, title commitments and owner’s title policies, surveys and legal descriptions, appraisal reports and environmental reports
- Maintains ethical conduct in respect to all persons and situations, including fairness, integrity, tolerance, and honesty; consistent in the application of City of Denton policies and procedures
- Maintains regular and punctual on-site attendance

Job Requirements
Minimum Qualifications / Acceptable Equivalency:
- Bachelor’s degree in Business or Public Administration, Real Estate, Management or related field
AND
- Three years of progressively responsible experience in real estate analysis and real property acquisition related work (with preference for governmental/eminent domain acquisition experience)
OR
- Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job

Preferences:
- Bilingual in Spanish and English
- Texas Real Estate Sales License
- Proficient in the application of real estate law in drafting real property legal documents
- Continuing education and / or certifications in right-of-way or real estate
- Working knowledge of Autodesk and/or ESRI computer software platforms
- Experience in land title research
Conditions of Employment:
- Must have a valid Class “C” Driver’s License prior to employment
- Must pass a drug test, driver’s license check, and criminal history background check
