Position Overview
We are seeking to hire a motivated, self-starting Public Service Administrator who wishes to work in a fast-paced, close-knit team environment that is both challenging and rewarding. The Division of Planning, Research, Development and Training (DPRDT) is excited to welcome someone who is eager to have immediate impact. With strong support of Division leadership, the Public Service Administrator conceptualizes strategies to implement the Money Follows Person Program and various demonstration projects supported by the department. This position is dynamic in nature and requires the ability to change courses of action quickly as directed by management. The DPRTD is the primary planning, management and training body for all home and community-based services administered by the Department on Aging. Job Responsibilities
- As a policy implementing manager, develops Rebalancing LTSS initiatives to increase the use of home and community-based services (HCBS) and reduce the use of institutionally based services.
- Updates and coordinates all necessary trainings, policies, procedures, and workflows specific to rebalancing initiatives.
- Works with Department of Innovation and Technology (DoIT) and the Department’s Bureau of Operational Analytics to develop systems for data management for internal and external end users.
- Collaborates with sister agencies on rebalancing initiatives that focus on successful provision of home and community-based services.
- Maintains a working knowledge of federal and state guidelines related to preventing unnecessary institutionalization of older adults and persons with disabilities.
- Performs other duties, as required, or assigned, which are reasonably within the scope of the duties enumerated above.
Minimum Requirements
- Requires three (3) years of progressively responsible administrative work experience managing a comprehensive program in health and human services environment.
- Requires knowledge, skill, and mental development equivalent to four (4) years of college in a business administration or human services related field.
Preferred Qualifications
- Prefers six years of experience participating in policy development and program management.
- Prefers six years of experience working with HCBS regulations, including Medicaid rebalancing initiatives.
- Prefers one year of experience working with the Grants Accountability and Transparency Act (GATA) and the State procurement process.
- Prefers one year of experience with public speaking.
Conditions of Employment
- Requires ability to pass a criminal background check.
- Requires the ability to travel within the State.
