This position is located at the Fitness Division, Aquatics Branch of the Morale, Welfare and Recreation Department, NAS Jacksonville, FL. Incumbent serves as the lead lifeguard and is responsible for safeguarding the lives of persons as the assigned work area. Incumbent assists with Aquatic Training, education, and general support at the installation.

Duties

- Leads and assists in direction of Recreation Assistant (lifeguard) positions; including monitoring pool activities and ensures swimmers are well supervised to ensure all applicable policies and procedures of Morale, Welfare, and Recreation (MWR) regarding the use of Aquatic facilities and waterfront operations are followed. Communicates these polices to other staff and patrons.
- Ensures lifeguards perform their duties in compliance with established regulations and instructions that are outlined in applicable manuals and policies and reports infractions to the supervisor.
- Ensures that lifeguards rotate as scheduled and during assigned breaks. Provides relief to lifeguards as required.
- Monitors equipment, takes head counts and observes conditions of area assigned (e.g., possible hazards, water/chemical conditions, wind and weather) to ensure a safe environment reports discrepancies to immediate supervisor.
- Performs cleaning duties and leads other lifeguard staff in performing of such tasks (i.e. basic janitorial services, vacuuming and skimming) along with routine facility maintenance as assigned by Aquatics Program Manager.
- Serves as the primary liaison between the activity, security, medical departments, and Aquatics Program Manager during emergency situations. Prepares accident/incident reports during emergency situations and immediately notifies Management of all emergencies.
- Incumbent must inform the Aquatics Coordinator and recommend closing swimming area until safe conditions prevail.
- Monitors, establishes and executes daily physical fitness training for water safety staff.
- Interviews and recommends selection of all lifeguard positions to the supervisor.
- Provides introductory orientations to all aquatic’s staff.
- May open and close the facility and will serve as the Manager on Duty (MOD) in the absence of the Aquatics Coordinator.
- Ensures maintenance work for year round facility upkeep to include, but not limited to water quality assessments, facility equipment inspections including stands, boards, ropes, and safety gear.
- Conducts and documents pool chemical testing results. Checks chlorine and pH levels on a scheduled basis; notifies Certified Pool Operator or supervisor in order to adjust any chemical imbalances.
- Alerts the Aquatics Coordinator of problems with pool equipment and safety issues; when unsafe environmental or health conditions exist. Leads and conducts classes, workshops and special events based on established guidelines and standard operating procedures (SOP).
- Administers aquatic assessment testing and certification in accordance with
- Department of Defense (DoD), Department of the Navy (DON) and CNIC policy. Checks identification cards for authorized patrons and collects usage fees, if applicable.
- Initiates rescue and recovery efforts, contacting medical personnel and performing first aid services.
- Manages customer service inquiries and complaints in a diplomatic and professional manner.
- Assists in compilation of time sheets, schedules for the supervisor and enters approved leave in the system in the absence of the supervisor.
- Provides input to assist in the evaluations of employee performance.
- Leads and manages staffing, supplies, equipment, maintenance and upkeep of facilities.

Qualifications

A qualified candidate possess the following:

- Knowledge of recreation equipment and use in an aquatic setting.
- Knowledge of pool and water safety rules.
- Knowledge of general aquatic facility upkeep and maintenance (e.g., cleaning, minor equipment repairs).
- Ability to appropriately identify hazards or hazardous situations and identify a patrons need for assistance immediately.
- Ability to conduct routine safety inspections of the facility and pool area to ensure they meet environmental health standards.
- Ability to communicate effectively both orally and in writing
- Ability to work with hazardous and biohazardous materials (e.g., cleaning agents, pool chemicals, blood).

- Skill in providing customer service to a diverse group of people
- Skill to act decisively and immediately in any situation which could result in harm to a patron by identifying a patron in distress.
- Skill to tactfully, but forcefully, provide instruction on water safety, facility rules and regulations, and enforce them.
- Skill to conduct pool chemical testing, adjust chemical imbalances and document the results.
- Skill to exercise control over a large group of people.
Education
This position has the following certification requirements:

Lifeguard Training Certification in accordance with CNICINST 1710.3
CPR for the Professional Rescuer and Healthcare Providers
First Aid to include Automated External Defibrillator Certification; and Blood Bome Pathogens.
Water Safety Instructor (WSI) preferred
