GENERAL STATEMENT OF DUTIES
The Recovery Courts Supervisor position supports the Program Manager in the overall management, operation, and development of the Guilford County Recovery Court Programs which includes the Drug Treatment Courts, Mental Health Courts, and Juvenile Drug Treatment Courts. The role provides oversight of the day-to-day operations to ensure effective operation, suitability, and future development.
DISTINGUISHING FEATURES OF THE CLASS
Employees in this class supervise the day to day operations of Recovery Courts by ensuring adequate staffing for coverage to include training, supervising and reviewing work of Recovery Courts support staff, performing the work of a Recovery Courts Coordinator when required, coordinating activities and communication between the Courts and both Recovery Court offices; providing administrative oversight of the office. The role provides support to the Program Manager which includes assisting in managerial oversight; researching, collecting and compiling data and producing reports; engaging in various administrative support activities and completing other assignments as required. This position reports to the Recovery Courts Program Manager.

DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include, but are not limited to:
- Supervises and evaluates the work of Recovery Court Case Coordinators and support staff to ensure work is completed accurately and on time.
- Ensures adequate staffing including the coordination of staff leave, performing the duties of the Recovery Court Case Coordinator when needed, and reassigning staff.
- Assists with unusual or complex matters requiring time-consuming and in-depth research.
- Trains Recovery Courts Coordinators and support staff (initial and on-going in service) to complete the assigned work by providing Policies and Procedures, being available for assistance and support, providing cross-training opportunities, and reviewing and critiquing work.
- Consistently review program performance including quarterly and yearly statistics; identifies necessary changes, innovations or problems and makes recommendations for procedural improvements to Local Management Committee.
- Assists in managerial oversight to help ensure the program is operating effectively by providing administrative support, completing tasks as assigned by the Program Manager and overseeing the overall program in the absence of the Program Manager.
- Coordinates communication and activities to promote the proper handling of cases including ensuring accurate information is shared and correct procedures are followed.
- Updates policies and procedures to ensure work is done accurately, effectively and consistently throughout the agency.
- Develops successful partnerships with multiple agencies to meet the objectives of the program.
- Serves as liaison for all court system and community agencies, represents the Recovery Courts program on community boards.
- Performs other duties as assigned.

RECRUITMENT STANDARDSKnowledge, Skills, and Abilities
- Knowledge of Recovery Courts program funding, administration, operation, and governmental financial operations.
- Knowledge of County Policies and principles of human resources management related to day-to-day program operations and the supervision of staff.
- Knowledge of accounting principles related to the budgeting and management of program funds.
- Knowledge of the structure of the courts and criminal justice system.
- Knowledge of laws and court procedures as related to a Recovery Court.
- Knowledge of functions of court agencies as related to a Recovery Court.
- Knowledge of community resources, substance abuse and mental health assessments and services.
- Knowledge of crisis management, intervention and conflict resolution.
- Knowledge of MS Word, Excel, MS PowerPoint, MUNIS, and Open Gov.
- Ability to supervise professional staff.
- Ability to establish effective working relationships with all employees.
- Ability to communicate effectively both orally and in writing.
- Ability to facilitate meeting, give presentations.
- Ability to work independently with moderate supervision using problem solving skills.
- Ability to understand court process and procedural rules and to work with other court agencies related to client cases.
- Ability provide staff direction, demonstrate leadership, and foster a spirit of teamwork.
Typical Qualifications
MINIMUM QUALIFICATIONS
Graduation from a four-year college or university with a degree in Humans Services and three (3) years of experience in the substance abuse and/or mental health fields.
PREFERRED QUALIFICATIONS
Previous supervisor experience preferred.

Working Conditions:
All work is performed on-site, either in the courthouse building or jail, usually in the office or the courtroom. Physical demands involve reviewing and maintaining files, updating computerized defendant data bases, operating office machines, and communicating by telephone, computer and fax with various judicial and non-judicial personnel.
May Require Driving
This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver’s license and that the driving record is compatible with the county’s driving criteria.
If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County’s vehicle use policy.
