GENERAL DEFINITION OF WORK:

Under direction of the Parks & Recreation Director, plan, promote, organize, and administer public recreation and rental facilities services for the City of Germantown. Train and evaluate subordinate staff. Prepare budget recommendations on a divisional level. Respond to community requests, needs, and complaints. Manage marketing activities for all recreation programs.

Examples of Duties

ESSENTIAL JOB FUNCTIONS:

  1. Manage and coordinate activities of employees responsible for planning, developing, marketing, and supervising special events, after school programs and seasonal and long-term recreation programming for all ages.
  2. Manage and administer division resources; budget, personnel, technology and division procedures, policies and standards.
  3. Evaluate needs and interest of the community and plan and develop citywide recreational programs to meet those needs and interests.
  4. Analyze marketing methods and develop marketing strategies that coincide with the Department’s Marketing Plan to promote activities.
  5. Evaluate effectiveness of current programs and conduct research to obtain new program ideas and make changes accordingly.
  6. Interview applicants, recommend hirings, initiate disciplinary action, evaluate staff performance and provide training opportunities to enhance employee skills and knowledge.
  7. Assists senior leadership team with general supervision of park and recreation rental facilities.
  8. Provide scheduling oversight of assigned park and recreation rental facilities; coordinate with front office staff responsible for reservations to ensure compliance with the rules, regulations and safety standards of these facilities.
  9. Direct and coordinate the development and direction of facility use procedures and guidelines.
  10. Enforce applicable rules and regulations with program participants and park rental facility users.
  11. Handles grievances and/or discipline cases involving program participants and facility rental patrons; report cases to senior leadership team as appropriate.
  12. Interpret recreation program rules and regulations to the public and maintain cooperative planning and working relationships with public and voluntary agencies.
  13. Investigate and attempt to resolve complaints directed toward programs, facilities, and/or personnel.
  14. Research, write, manage and implement plans for accreditation/reaccreditation to the Commission for Accreditation of Parks and Recreation Agencies (CAPRA).
  15. Assist with the creation and execution of division-wide annual operating budget, allocating funds for staff, supplies, equipment and promotional materials.
  16. Responsible for fiscal oversight of recreation programs, including budget, revenue and expense monitoring, and fee structure analysis.
  17. Review and approve purchases of supplies for the assigned area.
  18. Assist the P&R Director in the implementation of the business plan for the Recreation Services Division; and develop and monitor performance goals and measurements for the division.
  19. Assists senior leadership team in project research; prepare a variety of studies, reports and related information for decision-making purposes.
  20. Prepare and maintain reports and records on department activities for management review.
  21. Contract with outside vendors as needed and oversee work performed.
  22. Maintain inventory of equipment and inspect condition of facilities and equipment to determine maintenance requirements and coordinate with the maintenance department for needed repairs.
  23. Deliver speeches and participate in community group meetings to promote recreation programs and rental facility services
  24. Periodically attend activities to evaluate the success of program, instructors, officials and staff.
  25. Develop and maintain effective and collaborative relationships with internal staff, schools, businesses and other agencies.
  26. Represent the department in attending various conferences and meetings and stay abreast of new trends and innovations in the field of parks and recreation.

Qualifications

KNOWLEDGE, SKILLS AND ABILITIES:

  • Ability to routinely work a schedule including days, early mornings, evenings, weekends and some holidays.
  • Ability to work within a financial budget.
  • Knowledge of supervisory methods and techniques.
  • Knowledge of the American with Disabilities Act (ADA) as it relates to the inclusion of individuals with disabilities in recreation activities.
  • Knowledge of the objectives and principles of public recreation.
  • Knowledge of the activities that make up a community recreation program.
  • Knowledge of City budget and purchasing policies and procedures.
  • Skill in communicating in writing and/or in person on a one-on-one basis and before groups for the purpose of influencing, motivating and convincing
  • Ability to handle confidential and sensitive material in a highly professional manner.
  • Ability to plan, organize, supervise and review work of professional employees.
  • Ability to effectively present programs and ideas to public groups and civic organizations.
  • Ability to work independently and to plan and organize projects.
  • Knowledge of CAPRA criteria for accreditation/re-accreditation and experience in writing plans for re-accreditation.
  • Knowledge of City personnel, budget and purchasing policies and procedures.
  • Ability to work cooperatively with commissions, employees and the general public.

Requirements

EDUCATION AND EXPERIENCE: College degree in related field and five years recreation programming experience including three years in a supervisory capacity, or any combination of education, training, and experience providing the knowledge, skills, and abilities necessary to perform essential job functions.

WORKING CONDITIONS: Majority of work takes place in a clean, pleasant, and comfortable office. Some outside work is required when monitoring program activities. Some traveling is required to attend meetings and conferences.

SPECIAL REQUIREMENTS: Certified Parks & Recreation Professional through the National Parks & Recreation Association and the Tennessee Recreation and Parks Association required within two years of employment. Valid Driver’s License.
