Summary of Position
Works under the supervision of the Recreation Programmer II or designee in planning and implementing activities, classes, programs, and special events.
Essential Duties and Responsibilities
- Plans, organizes, and implements specialized recreation activities, classes, programs, and special events
- Creates press releases, displays, posters, brochures, and flyers for programs and facilities
- Provides guidance on publicity, vendor, and instructor requirements, registration procedures, and purchasing for programs, events, and activities
- Assists in setting up recreation classes, leagues, and events in areas of focus as assigned
- Ensures the safety of all program, activity, and event participants and providers by following City policies and procedures and monitoring participants’ activity
- Monitors recreation facilities to ensure security, the proper working order of equipment, cleanliness of the area, and monitoring for potential maintenance hazards
- Performs routine administrative support duties, including composing correspondence, typing, copying, and filing
- Maintains inventory of supplies and equipment and orders as necessary utilizing approved procurement methods
- Greets visitors to the office and recreational facilities
- Promotes and ensures the safety for participants
- Provides general information to the public, including but not limited to via telephone lines, newsletters, and the internet
- Assists the Recreation Programmer II with all duties and community center responsibilities, as assigned
- Promotes and administers facility rentals
- Assists other Community Services Employees/Instructors, as needed
- Understands and upholds provisions of City ordinances, resolutions, home rule charter, etc., as it applies to Community Services
- Works alternate schedules as assigned, which may include morning, evening, and weekend shifts
- Accurately processes financial deposits and reports with Finance by utilizing established procedures, registration and financial software, a calculator, and Microsoft Office programs as assigned
- May perform other assignments and handle special projects as required
When assigned to the Front Desk:
- Trains PT Recreation Attendants in excellent customer service, utilization of the registration software, and proper departmental policies and procedures
- Manages the Parks & Community Services social media presence, website, flyers, marketing collateral, and electronic sign graphics
- Coordinates the concession offerings through use of inventory tracking, organization, and reordering as necessary
- Periodically checks data entered into registration software for accuracy, policy adherence, etc.
- Coordinates marketing efforts with City Media Specialist
When assigned to Recreation:
- Plans and coordinates recreational activities, classes, programs, and special events for community members of all ages.
- Maximizes use of Community Center spaces to achieve maximum benefit for community members of all ages.
- Schedules and coordinates leagues, schedules, registrations, and officials as needed.
- Orders and maintains sporting equipment.
- Maintains instructor files, records, and reports to ensure fair & accurate pay for instructors
- Oversees seasonal preschool program to ensure compliance with policies and procedures
- Oversees Camp Watauga and assists as needed to ensure compliance with policies and procedures
When assigned to Special Events:
- Coordinates existing special events with peers while maintaining a creative look at new possibilities
- Maintains and updates vendor master list, sponsorship guides, and community key contact list
- Develops and executes nature/environmental programs (Keep Watauga Beautiful)
- Oversees Yard of the Month program
- Sorts, files, and stores documents, contracts, and correspondence
- Performs administrative duties to include weekly vendor payables and others as assigned
When assigned to the Senior Center:
- Supervises, schedules, and implements senior adult classes, activities, programs, and events
- Supervises PT Recreation Attendant assigned to Senior Center
- Assists in the design and structure of an effective, comprehensive senior adult recreation, education, and service program
- Communicates verbally and in writing regularly with senior adult participants, citizens, the general public, and other agencies
- Maintains senior adult files, records, and reports to include reimbursement reports as required
- Maintains equipment and supplies for senior adult recreation
- Coordinates entertainment activities, including dances, concerts, bingo, etc.

Minimum Qualifications
Education or Training: High school graduate or GED. Must possess a valid Texas Driver’s License. Two (2) years of progressively responsible work experience in recreation or customer service. Some college coursework is preferred. First Aid training and CPR certification or ability to obtain within first six (6) months of employment. When assigned to the Senior Center, a Food Handlers Card is required or the ability to obtain within the first six (6) months of employment or promotion.
Any work-related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above-specified education and experience requirements.
Work Environment
While performing the duties of this job, the employee is frequently required to sit; use hands to finger, handle, or feel; and talk or hear. The employee is occasionally required to stand, walk, reach with hands and arms, climb or balance, and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus. Must be able to operate assigned equipment & vehicles and adhere to all safety guidelines. Possible exposure to irate citizens.

SALARY
Salary ranges are designed to be competitive with area industries and municipalities.
SOCIAL SECURITY
The City of Watauga is a non-participating agency.
TEXAS MUNICIPAL RETIREMENT SYSTEM
Regular full-time and regular part-time employee’s tax-deferred contribution into the pension fund is 7% of gross wages. The City matches this contribution on a 2 to 1 ratio. Vested after 5 years. Employees are eligible to retire with 20 years of service.
MEDICARE
Employees are required to contribute 1.45% of their pay for Medicare insurance.
LONGEVITY PAY
Eligible employees shall receive, in December of each year, a lump sum longevity pay for every month of employment. Employees that average a minimum of 40+ hours a week qualify for longevity pay of twelve dollars ($12) per month for every month of employment. Employees that average a minimum of 25-29 hours a week qualify for longevity pay of six dollars ($6) per month for every month of employment.
TUITION REIMBURSEMENT
After six months of employment, the city will reimburse full-time employees for a portion of the cost of tuition. Conditions and restrictions do apply.
LEAVE
HOLIDAYS
Eleven holidays including New Year’s Day, President’s Day, Good Friday, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, Friday after Thanksgiving, Christmas Eve Day, Christmas Day and Personal Day.
VACATION
Vacation leave from initial hire date through the completion of 1 year of service is 5 days. annually. There is a six-month probationary period, which must be completed before vacation days are available for use. Vacation leave during the 1st and 2nd year is 10 days. Vacation leave during the 3rd and 4th year is 15 days. Vacation leave after the completion of five years up to 10 years of service is 16 days annually. Vacation leave after the completion of ten years of service is 21 days annually.
SICK LEAVE
Sick leave is accrued at one day per month for a total of 15 days per year.
HEALTHCARE
MEDICAL INSURANCE
All regular full-time employees are covered by medical, dental and vision care insurance, which is provided at the City’s expense. Family coverage is available by payroll deductions at reduced group rates. Retirees are also eligible for coverage.
HEALTH SAVINGS ACCOUNT
The City of Watauga offers Health Savings Accounts (HSAs) to employees who have elected a High Deductible Health Plan. Employees can deposit money to their HSA through payroll deductions on an income tax free basis. Employees own their HSA and the money can roll over every year if not used. The account is theirs and they will keep it even if they leave the City. Employees will be issued a debit MasterCard, which can be used to pay for medical expenses, prescriptions and other qualifying items
INCOME PROTECTION
LIFE INSURANCE
The City presently has a group life insurance program under which regular full-time City employees are eligible for a minimum of $20,000 or 1X the annual salary to a maximum of $100,000 at no cost to them. Accidental Death and Dismemberment insurance is also provided at no cost to regular full-time employees for the same coverage.
VOLUNTARY LIFE INSURANCE
Voluntary Term Life Insurance is available in increments of $10,000 to a maximum of $300,000. Coverage is available for spouses under age 70 in increments of $5,000 to $150,000 not to exceed 50% of your amount. Children of covered employees can have $10,000. This coverage is guaranteed at the initial offering up to $150,000 for employees under age 60, $30,000 for spouses under age 60 and $10,000 for children. If you apply at a later date or for amounts over the Guaranteed Issue you need to complete a medical questionnaire and could be declined for coverage. Cost will depend on the employee’s and spouse’s age and coverage amount. You also have the option to add AD&D coverage to your Life Insurance. AD&D coverage to employee and spouse voluntary life insurance. The amount must match the amount of supplemental life insurance. (Cost $0.03 per thousand)
LONG TERM DISABILITY
All regular full-time employees have long term disability coverage, which is provided at the City’s expense. The long-term disability plan provides financial protection for regular full-time employees by paying a portion of the employee’s income (up to 50% of monthly earnings to a maximum benefit of $5,000 per month).
MILITARY LEAVE
Regular employees are allowed (15) days per year.
WORKERS COMPENSATION
Employees may receive up to three months of salary continuation due to an on-the-job injury
