General Description
DISTINGUISHING FEATURES OF THE CLASS
An employee in this class is responsible for coordinating social, recreational, or educational activities including youth and adult athletic leagues, spring and summer camps, recreation programs and special events. Work may involve the actual conduct of an activity or the organization and initiation of activity groups.
Work is performed under the general direction of an assigned supervisor or the Superintendent of Recreation. Supervision may be exercised over recreation staff including recreation assistants, camp counselors and volunteers. Does related work as required.
This position may require an employee to work nights and weekends depending on the assignment.

Plans, organizes, implements and evaluates recreation curricula, programs and schedules including youth and adult athletic leagues, spring and summer camps, recreation programs and special events.
Serves as leadworker for assigned programs and ensures that safe practices are adhered to at all times and are consistent with the Department’s Emergency Action Plan.
Develops curricula for a variety of programs (i.e. camps, programs, events and leagues) and ensures programming achieves goals; assesses program(s) for success, failure, areas for improvement, and sound fiscal management using participant feedback.
Ensures programs are affordable and that registration is accessible to all interested individuals.
Reviews applications to ensure accurate and comprehensive enrollment information is obtained and that all necessary paperwork has been provided, including waivers and Medication Consent forms.
Assists with processing program registrations and facility reservations using the County’s Rec Trac software system.
Administers medication to participants as prescribed by physician as needed; receives, secures, and administers medical supplies to participants, and returns or properly disposes unused medical supplies.
Works with outside agencies to secure facilities for the various programs offered (i.e. buildings, parks, recreation fields, etc.)
Secures safe and reliable transportation to and from camp destinations and locations.
Acquires equipment for each program, inventories equipment and records condition prior to assigning to program participant(s); retrieves equipment after use, assesses condition and determines if it can be used again or if it needs to be replaced.
Assists with the recruitment and training of camp counselors; recruits and trains volunteers to assist with programs and events, hires coaches and coordinates with contractors to provide referees and officials for league games.
Provides functional supervision to temporary employees; conducts orientation and provides feedback and corrective actions on work performance as it relates to program implementation.
Develops, implements and attends pre-season skill assessments and drafts for all youth leagues to ensure equitable distribution of players across all league teams; prepares rosters based on registration and draft.
Ensures parents are informed through orientation and education regarding missions, goals and philosophies of recreational programming, events and leagues, and encourages parental support and presence.
Attends program activities, practices, games and meetings during non-working hours to ensure accessibility to staff, officials, coaches and parents.
Maintains records of youth and adult athletic leagues (i.e. standings, referee assessments, injury and incident reports, and other routine documentation), spring and summer camps, recreation programs and special events.
Interacts and communicates with various groups and individuals such as temporary Facility Assistants, administrative staff, supervisors of various Recreation Departments, other agencies and the general public.
Provides assistance to large events as needed.
Performs general clerical duties as required including preparing reports and correspondence, copying and filing documents, answering the telephone, attending meetings and programming.
Provides budget requests for program responsibilities and needed resources, and manages each program as budgeted to ensure funding is available.
Collaborates with community partners to support recreation programs and leisure events; seeks donations and sponsorships.
Develops and provides content for or assists in the development of flyers, brochures, newsletters, program guides, postcards and other promotional materials including social media.
Adheres to the department’s safety rules and regulations.
Performs other duties as required.
Typical Qualifications
FULL PERFORMANCE KNOWLEDGE, SKILLS, AND ABILITIES
Thorough knowledge of the theories, principles and and practices of recreation, leisure recreation and recreation programs.
Thorough knowledge of the activities and problems relating to community recreation programs.
Thorough knowledge and understanding of national standards of recreation principles, programs and practices (i.e. sports rules and fundamentals, curriculum content, and camp best practices.)
Working knowledge of best safety practices for operating leisure services programming.
Working knowledge of County and department policies and procedures.
Good knowledge of HIPAA guidelines and the ability to apply confidentiality guidelines to client information and records.
Good knowledge of a variety of revenue-based recreation programs, athletic leagues, special events and instructional classes, and the ability to plan, organize, coordinate, promote and implement programs and events.

MINIMUM QUALIFICATIONS
Graduation from an accredited college or university with a Bachelor’s Degree in Sports Administration/Recreation Management or related field AND two (2) years of work experience where the primary function of the position was the promotion of recreation activities or programs, conducting recreation activities or programs, or assisting in the administrative activities of municipal recreation, campus recreation or leisure service; OR
Graduation from an accredited college or university with an Associate’s Degree in Sports/Recreation Management or related field of study AND four (4) years of work experience where the primary function of the position was the promotion of recreation activities or programs, conducting recreation activities or programs, or assisting in the administrative activities of municipal recreation, campus recreation or leisure service; OR
An equivalent combination of education training and experience. A higher degree does not substitute for work experience.

SPECIAL REQUIREMENTS
Possession of or ability to readily obtain a valid driver’s license issued by the State of North Carolina for the type of vehicle or equipment operated.

Possession of or ability to obtain certifications in Adult/Child/Infant CPR, First Aid and AED within three (3) months of hire.
Must be able to work flexible schedules including evenings and weekends.

PHYSICAL REQUIREMENTS AND POSSIBLE HAZARDS
Ability to physically perform the basic life operational support functions of standing, sitting, pushing, walking, bending, pulling, stooping, kneeling, lifting, crawling, climbing, carrying, typing, grasping, talking, hearing, handling, reaching and repetitive motions of the hands and wrists.
