Description
Responsible level of work in planning, organizing and directing various recreational programs for the general public and/or special populations. Responsible for the development, coordination, and supervision of a major sector of the Recreation Program, such as athletic, aquatic, cultural arts, teen, adult and/or individuals with disabilities. Work involves a variety of public contact with volunteer groups, news media and the general public. This position will work with individuals with disabilities.
Supervises seasonal employees. Carries out supervisory responsibilities in accordance with the City’s policies and applicable laws. Responsibilities include assisting in interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; complaints and resolving problems, subject to the review of the Supervisor.

- Plans, organizes, schedules, directs and/or leads various recreational programs; organizes, supervises and stimulates interest among the general public and special populations, i.e. teenagers, senior citizens, individuals with disabilities in various social and sports events, hobbies, educational and other recreational activities.
- Assists in overseeing the inclusion services between both Bloomington and Normal Parks and Recreation programing.
- Develops and monitors program budgets; submits receipts and bills for payment.
- Secures supplies, equipment and facilities; prepares brochure articles, news releases, flyers, schedules and pamphlets designed to interest the public in programs.
- Recruits, interviews, hires and trains program staff and volunteers. Interviews and selects department personnel in consultation with Superintendent of Recreation, subordinate staff and Human Resources.
- Supervises and evaluates performance.
- Supervises seasonal employees and participates in the hiring and training of seasonal staff. Directs seasonal staff to ensure performance continues to meet customer service and other standards.
- Develops staffing plan and maintains weekly staff schedules to ensure coverage.
- Contracts with staff and performers for specialized programs
- Makes recommendations for formal staff discipline within the department, in consultation with Superintendent of Recreation, subordinate staff and Human Resources Director.
- Monitors contractual obligations between department and other agencies or businesses.
- Assures adherence to standards and work relating to safety.

Knowledge of:
- Disabilities including etiology, functional characteristics, developmental sequences and steps.
- Intervention techniques, behavior modification and management, medical treatments and research, adapted equipment and function, and community resources.
- First aid, CPR and safety precautions.
Skills in:
- Communicating effectively orally and in writings.
- Using work processing, spreadsheet, internet, email software and other applications as needed by the department.
- Analyzing, organizing and processing quantitative data quickly and accurately.
- Directing, appraising and disciplining staff in a respectful and constructive manner.

Required Education/Experience:
- Bachelor’s degree in Recreation or a related field.
- 2 years’ recreational experience in a supervisory role.
- Equivalent combination of education and experience may be accepted.
Preferred Certificates or Licenses:
- NCTRC (National Council on Therapeutic Recreation Certification) as CTRS (Certified Therapeutic Recreation Specialist)
- Basic First Aid/CPR
