Recreation Specialist (Sailing)

Summary

The purpose of this position is to effectively develop, coordinate, manage and publicize an effective sailing program at the Sailing Center on Naval Station Norfolk.

Duties

  • Develops and recommends programs and/or program enhancements that will expand the sailing program, and fully publicize offering to increase participation. Actively sells the sailing/boating program within the military community. Works to expand the sailing program to a year round activity and maintains programs 10 months out of the year.
  • Ensures the maintenance of the motorboat and sailboat rental fleet ensuring that all boats are ready for rent and serviceable at all times. Makes necessary repairs to boats (fiberglass, gel-coat) and sails or sees that repairs are done in timely efficient manner.
  • Monitors and maintains the profitability of the sailing and motorboat training/rental programs via SAP accounting software. Makes financial recommendation about the rental program based on the financial statements extradited from the SAP software.
  • Conduct Sailing lessons to authorized patrons, ensuring their safety on the water during the scheduled lesson. Administers grades and evaluates the basic, intermediate, advanced and night qualifications sailing test in both written and practical areas. Observes activities of patrons to ensure that safety rules are followed. Provides information to patrons regarding safety rules and procedures. Enforces applicable policies and procedures of MWR regarding use of marina/sailing. Rescues boaters in need of assistance. Keeps boating area clean and free from hazards. Observes wind and weather, tides, and currents conditions and makes decision on sailing limitation and activities as appropriate for the given weather conditions
  • Greet customers, rings up sales for merchandise, answers phone and checks ID card to ensure only authorized patrons utilize the program. Answers questions in regards to hours of operation, upcoming events, special events, merchandise availability and cost. Operates a cash register, ringing sales and providing correct change to the customer. At end of shift, completes the Daily Activity Report (DAR), ensures all cash handling/reporting/securing requirements are met, verifies the amount of money collected and drops the cashier bag into the drop safe. Determines cash shortages or overages by comparing total of cash receipt against cash register readings. Completes the deposit form in accordance to local procedures. Ensures all keys are turned into the lock box and/or cashiers bag. Assist with training new staff to accomplish customer service and cash handling, and ensures all requirements are met during assigned shifts, to include: proper opening/closing procedures, securing assets, appropriate release/return of rentals, safety and health requirements are met, issuing supplies, ensuring staffing is at appropriate levels, documents absences and calling in staff as required. Reviews daily schedule and ensures facility, staff and equipment meet operational needs. Resolves minor complaints/concerns of patrons and staff.
  • Directs the work of sailing instructor staff. Prepares schedules for approval, schedules classes, check work in progress and oversees participation. Reviews applicants, conducts interviews, and makes recommendations for selections. Provides input for instructor evaluations and makes recommendations for recognition or corrective action as warranted. Serves as acting supervisor in the absence of the facility manager.

  • Performs other related duties as assigned.

Qualifications

A qualified candidate possess the following:

  • Knowledge of boating/sailing terminology, watercraft operation and maintenance, water and boating safety, handling of boats (launching, mooring, and storage), boating equipment and facilities, and recreational boating activities.
  • Knowledge of military MWR and Non-Appropriated Fund (NAF) procurement, personnel, and funding.
  • Knowledge of NAF budgeting and activity level financial management.
  • Knowledge of asset and inventory management.
  • Skill in promoting, scheduling, and managing recreational boating activities, such as sailing regattas, and other special events.
  • Ability to direct the work of other employees, monitor performance, and assure adequate internal control procedures are developed and operative.
  • Ability to work effectively with subordinates, supervisory and management officials and patrons.
  • Ability to work independently and make sound decisions.
  • Ability to perform minor boat and marina maintenance (e. g., changing batteries, scraping and cleaning boat bottoms, painting, varnishing boats, repairing piers and decking and replacing floats).
  • Ability to tow disabled boats.
  • Ability to operate a personal computer and perform basic word processing and spreadsheet tasks using Microsoft and site-specific software.
  • Ability to develop and effectively deliver presentations and/or training.
  • Ability to communicate effectively both orally and in writing.
  • A minimum of 2 year work related experience. Must be familiar with boating terminology, water and boating safety, handling of boats (launching, mooring, etc.). Must be able to handle large and small sailboats in heavy wind. Must be able to conduct on the water rescues by controlling both the chase boat and the boat being rescued. Ability to communicate in English verbally and written to understand instructions given and provide clear information to boaters. Knowledge of basic arithmetic to compute charges, makes change accurately and prepare reports. Must possess strong leadership and communication skills to effectively instruct groups of people, market the programs, motivate eligible patrons and lead a small staff.
